Schools are the places for training people, and teachers are the main body for training people and play an important role in the accumulation of talent knowledge. At the current stage, the National Standard for Primary and Secondary School Teachers' Proficiency(Trial)and the Decision on Deepening Educational Reform and Promoting Quality Education in an All-round Way enhance the instructional requirements for primary school teachers' scientific research capabilities. At the same time,it also gives direction to the development of teachers' scientific research.A more accurate guidance has been issued,so that the role of educational research in improving the professional development of teachers in school education has become increasingly evident. The current situation of education in China is that the distribution of educational resources is uneven, which leads to the unbalanced development of teacher research, especially the research ability of teachers in small and medium-sized cities is not optimistic. Therefore,it is necessary to discuss the status of primary school teachers' ability in scientific research in small and medium-sized cities. This article is an urgent problem to be solved for teachers and scientific research.According to the general environment in the real world, this article has been written mainly to explore the status quo of primary school teachers' scientific research ability in small and medium-sized cities. For the purpose of the research described in the previous article,in the process of collecting related data and analyzing relevant documents, the author takes the essence of scientific research as the starting point, and analyzes the teachers' scientific research ability of the D school teaching and research group from three perspectives of the perspective of the activity process. The constituent elements of the three major dimensions are subdivided into three sub-levels,thus establishing the theoretical framework of this paper.According to the dimension of the construction, the use of participatory observation and textual data collection, detailed records and textual analysis of the scientific research process and methods of the D primary school teaching and research group, and a deep description of the scientific research capabilities demonstrated by D school's scientific research process, from which the analysis of small and medium The basic situation of urban scientific research capabilities and the ability to develop the theory based on the ability of primary and secondary school teachers to make scientific research capabilities. The full text is divided into five parts:The first part is introduction. This paper briefly describes the research significance, content and purpose of this paper, the origin and significance of the research, the research status at home and abroad, the research focus, difficulties, research ideas and methods, and defines the relevant concepts. The second part, research design, mainly includes the selection of samples and the design of research tools. This chapter elaborates the basic situation of the research sample, discusses the main constituent elements of scientific research ability from the theory of activity process and the theory of capability development, and forms the observation dimension of the scientific research capability.According to the developmental abilities of over-activity theories and capabilities, there are three major capacities for primary school teachers' scientific research capacity in small and medium-sized cities: the ability to design scientific research arguments, the ability to implement scientific research operations, and the ability to summarize research reports, and the ability to form three major capabilities. In the third part, after a brief introduction of the investigation preparation and design situation, the implementation of the survey was carried out using the teachers of the Mathematics Teaching and Research Group of D school. The implementation stage of the survey was mainly the researcher and participated as the researcher and participant. The actual situation of research, the process of collecting data and collating data. The fourth part mainly presents the results of the investigation of D primary school teachers' scientific research ability.Taking the observation record of the study as the starting point from the three major abilities of teacher research,it briefly describes the current status of elementary school teachers' scientific research capabilities in the middle and small cities. It is the research findings of scientific research argument design ability: the problem discovery ability is strong, the problem processing consciousness is not enough, the level of literature exploration is uneven, the overall level needs to be improved, and the ability of the program plan is insufficient. The second aspect is the investigation of scientific research practice operation ability. Results: Scientific research goals are not clear, lack of implementation power, weak statistical ability, and analysis capacity need to be strengthened. The third aspect is the report summary ability survey results: D school teachers are good at action, but lack of written expression ability and scientific research reflective ability. From the status quo,the problems existing in the research ability of primary school teachers in small and medium-sized cities are analyzed and analyzed. In the fifth part, according to the problems existing in the primary school teachers' scientific research ability in small and medium-sized cities, the objective and subjective factors affecting the scientific research ability of small and medium-sized cities are analyzed at the discussion and reflection stage, including the lack of scientific research atmosphere, unreliable research time, and unsound incentive system.Influencing factors, and finally, according to the four stages of the capacity development theory, there are targeted ways to improve primary school teachers' ability to conduct scientific research in small and medium-sized cities.
