With the development of mass higher education in China, there are a largenumber of new undergraduate colleges established through the means of "themerger of institutions" and "Upgrading from Associate Level to Bachelor Level".Due to the historical reasons and practical constraints, the colleges faced withmore problems and challenges, especially under the management system of "TheProvince-led Co-construction by the Province and the Municipality." The shortageof funding for education is extremely urgent, and has seriously affected thenormal development of the school building, teaching and research.Firstly, I use the popularization of higher education theory, of which it canhelp to analyse the reasonableness and necessity of higher education funding.Secondly, from the sources of funding, composition, the total supply and demandstatus that sort out the education funding of newly-established higher educationinstitutions in Guangxi, and put forward the main problems of it. Finally, with theto main premise of the management system rationalize "The Province-ledCo-construction by the Province and the Municipality",from the view point ofimproving efficiency in the use of fiscal funds and broadening the non-financialchannels of funding, propose the innovative thought for a multi-channelinvestment of newly-established higher education institutions. Such as we cankeep on concreting the main channel investment by the government, improve thehigher education funding system, and the rational use of banks, businesses,donations, education, capitalized financing channels for raising capital and so on,with steady steps to increasing the total amount of the newly-established highereducation institutions.
