The Research On The Collaboration Mechanism Among Family, School, Government And Social Organizations Of The Rural Left-Behind Children’s Care And Protection

Reasons of rural left-behind children group emergence are related to the country’s economic development,the speed of urbanization and urban-rural dual structure.Scholars have found that the growth of rural left-behind children is affected by lacking of care and company from their parents.In order to solve these problems,a document named “The State Council’s Opinions about Strengthening the Care and Protection on the Rural Left-Behind Children” was issued by the State Council.It required all regions to implement measures to care and protect the rural left-behind children.The author took the X country as a case.Before the study,the author used literature research method to collect and sort out dates.During the study,the author talked with participants who took part in caring and protecting the rural left-behind children.After investigation,the author found that X county learnt from Guangdong province and adopted the way of establishing a collaboration with social organizations by purchasing public services from them to care and protect the rural left-behind children.During the process,X county formed a collaboration mechanism among Family,School,Government and Social Organizations gradually.However,there are some problems in this collaboration mechanism,such as responsibilities of parents’ committee are inaccurate,the role of the school in the collaboration mechanism is unclear,social organization lack of qualification evaluation mechanism,lack of supervision and regular evaluation mechanism,the social organization is unprofessional.Through observation and reflection during the research,the author analyzed some limited reasons for the collaboration mechanism.There are include that parents are absence and intergenerational guardians are inadequacy,school teaching task is heavy and teachers are difficult to consideration,government has many tasks,the social organizations are in pursuit of profits.Then the author put forward some suggestions to improve the collaboration mechanism about caring and protecting the rural left-behind children,which includes establishing a home-school communicationmechanism,establishing a project evaluation and supervision mechanism,establishing better relationship among social organizations to improve the collaboration mechanism.
