Since January 1st,2016,"the universal two-child policy" has been implemented in China more than two years.From the “one-child” family planning policy to the current comprehensive legalization of two children,it shows that our country's reproductive policy is continuously improving and adjusting.According to statistics,the fertility status of China has changed from the previous "more children can get rich" to the " birth less and happy lives" during the family planning period.This not only represents the trend of China's policies,but also reflects the willing of women of childbearing age.However,the decline of fertility has caused increasing structural problems.The birth population has an unbalanced sex ratio,the aging problem has intensified,the number of families that have lost the only child has increased,the scale of working-age population has shrunk,and type of family tends to be simplistic.These problems have brought instability to the country's development,economic prosperity and population security,which has led the country to readjust its fertility policy from top-level design,and the “universal two-child policy” is ready.At the same time,the proposal of the "universal two-child policy" will cause some contradictions between the golden period of career advancement and the best period of fertility for women,so that women leaders face the whole process of pregnancy and production while facing professional development.This problem will influence women's career advancement and the realization of their self-worth.Therefore,this article analyzes the career development issues of female leaders from the background of “universal two-child policy”.First of all,from the history of women's liberation in China and the Western countries to understand the process of women's liberation.Then,from the perspectives of the state,society,and individuals,we will analyze in depth what professional development difficulties Chinese female leaders may meet under the influence of the new policy background.Second,we will adopt the “universal two-child policy” as the research point,under this background,we will deeply analyze the career development difficulties of female leaders.The main problems are: the difficulties caused by the “three phases”,the contradiction between the childbearing age and the promotion opportunities,the interruption of the accumulation of career capital,the family's fertility desire,and the difficulties of returning to the post.Finally,according to the predicament and influencing factors ofwomen's leadership career development under the background of “comprehensive two-children”,the author should establish and improve the supervision and training system at the national level,extend the retirement age,and improve the maternity support policies;change the original family structure and strengthen the role at the social level.Equal division of labor status,guide the media to correct propaganda,correct the gender role stereotypes,improve the public service system,and give play to the relevant functions of the community;enhance personal awareness of political sensitivity and self-empowerment,establish an independent and self-improving ideology,and enhance the ability and quality.professional skill.
