Basic education equity has a great significance for promoting the comprehensive development of people,maintaining social equity,improving the quality of the citizen and returning to the essence of education.With the continuous development of China's social productive forces and spiritual civilization,the people have higher expectations and requirements for basic education equity,and the quality fairness has become the connotation of basic education equity.Under the concept of shared development,China's basic education equity has made significant achievements in relevant legislation,school conditions,faculty quality,and student financial support system.The enrollment rate,enrollment rate and consolidation rate of basic education are further enhanced,and the educational equity in quantity has basically been realized.However,there are still many unfairness in China's basic education and the quality of education is far from being achieved,due to the lack of fairness,the lack of financial education funding and distribution bias,the urban-rural dual system and education policy,and the utilitarian education model.The study found that the unfairness of China's basic education at the starting point is mainly manifested in the right to education of special groups cannot be fully guaranteed,and the opportunities for enrollment between strong groups and vulnerable groups are unequal;reflected in the process is that the educational resources enjoyed by students are unfair,and students are treated unfairly;and reflected in the results is that the students' academic level is unfair,and the students' personality development and overall development are not sufficient.In order to effectively solve the main problems of the current basic fairness in China and promote the fairness of basic education,this study proposes the following countermeasures:First,we must increase the propaganda of educational equity and strengthen the relevant responsibilities of the government,schools and teachers,parents and students in the fairness of basic education;Second,we must adhere to the "shared by all" and "comprehensive sharing",break the urban-rural dual system,and promote the new admission model represented by "points enrollment" and "shake-entering",explore a reasonable financial education funding allocation model,and promote "Internet+education" resource sharing model;Third,we must adhere to the "co-construction and sharing",encourage the participation of social entities,and make up for quality education resources;Fourth,we must follow the process of "gradual sharing",adhere to the road of basic education reform and development,vigorously promote basic education curriculum reform and classroom reform,adhere to the scientific education quality monitoring mechanism,and adhere to a systematic education evaluation system.
