Today is an era of knowledge economy,The degree of comprehensive development of a country is related to the degree of education of the people.The development of higher education not only enhances the cultivation of the people,but also occupies an important position in the process of economic growth,especially in the transformation and upgrading of the industrial structure.Professionals cultivated in higher education can promote the improvement of technological innovation and bring about the transformation and upgrading of the industry.Therefore,the orientation of higher education should be matched with technological innovation and be compatible with the needs of the industrial structure.At present,the Chinese government pays more attention to the development of higher education and financial investment,and promotes the optimization of the industrial structure.However,in different regions,the scale and quality of higher education are inconsistent with the development of the industry,causing companies to lack the necessary technical talents,which is not conducive to industrial transformation.This article uses 31 provinces,autonomous regions,and municipalities directly under the Central Government from 2006 to 2015 as research objects,with the background of industrial restructuring and upgrading.First,a literature method,a comparative analysis method,and a combination of qualitative and quantitative research methods are used.We reviewed the theories of industrial structure optimization,education investment theory,human capital theory,and discussed the mechanism of higher education development through technological innovation on industrial transformation and upgrading;Secondly,a descriptive analysis of higher education development,technological innovation and industrial transformation and upgrading of higher education in China;Again using the indicators of higher education development,technological innovation and industrial transformation and upgrading to build an econometric model for empirical analysis,Study finds that the development of higher education has significant technological innovation effects on industrial transformation and upgrading,Among them,the number of students enrolled in colleges and universities and the number of tertiary institutions accounted for more than 80%of the technological innovation effect.The ratio of full-time teachers and education funds accounted for about 80%of the high-tech industries' intermediary technology effects,and the ratio of students to teachers for industrial transformation and upgrading.All indicators have a complete mediating effect;Finally,basic conclusions and policy recommendations are based on previous studies.The innovation of this article is reflected in the following two aspects.First,this study deeply integrates related theories in education economics,industrial economics,and other fields,and makes full use of theoretical studies such as industrial structure theory,human capital theory,and higher education investment theory to develop higher education and technology.The comprehensive analysis of the relationship between innovation and industrial transformation and upgrading provides a complete theoretical system for the development of higher education,technological innovation and industrial transformation in China.Second,this article studies the impact of higher education development on industrial transformation and upgrading from the perspective of technological innovation.It analyzes the current situation of China's higher education development,technological innovation and industrial transformation and upgrading,and builds an intermediary effect model to conduct empirical research.However,there are many studies on human capital and industrial transformation and upgrading in China.Scholars often use specific provinces(cities)as research objects,and rarely carry out comprehensive comparative analysis of domestic technology innovation perspectives.
