The perspective of ICT leadership is usually fixed on the principal of the principal.Different from previous studies, this study believes that ICT leadership of school members is directed at the organizational level. It is defined as the ability of school members to realize the goal of the school informatization development in the information situation, and finally achieve the development of the school and the members of the organization.ICT leadership of school members is a basic element of school education informatization and plays an important role.ICT leadership of school members and education informatization are accompanied by school, which marks the level of school informatization, and is also one of the promotion mechanisms of school informatization development. The level of ICT leadership of school members is an effective index to measure the development of school informatization. In practice, the study of ICT leadership of school members at the organizational level is not mature. The view of theoretical research is relatively narrow. It is believed that ICT leadership of school members is a simple addition to the individual ability of the school organization members.Dismantling it into the ICT leadership of the principal, the teacher, the staff and so on.It is not fully concerned about the basic theory construction of ICT leadership of school members and the new trend and new characteristics of ICT leadership of school members development brought by fast changing information situation. At the same time,as the primary and secondary schools in rural areas are the key to the development of compulsory education in our country, the status and problems of the ICT leadership of school members in the rural primary and secondary schools need to be clarified.Firstly, combined with the advanced leadership concept and the development trend of information technology, this research depicts the changing path of ICT leadership of school members from the industrial age to the information age.An in-depth discussion on the series model of ICT leadership of school members at the organizational level. It is believed that it is the leadership tendency of the industrial age to divide ICT leadership of school members with the headmaster's information leadership. The rapid innovation of technology in the information age has a severe impact on the connotation of leadership, the organizational structure of the school and the mode of school management. In the information age,ICT leadership of school members model has at least the following characteristics: all the members of the school can participate in the leadership;the model is dynamic rather than static;this model has a phased feature. This is different from the dictatorship of the industrial age, with the characteristics of a strict hierarchy of power.Secondly,a total of 241 rural primary and secondary schools in 12 provinces have been selected through large-scale research in the whole country. This paper evaluates the status of ICT leadership of school members in rural primary and secondary schools according to the series model of ICT leadership of school members in primary and secondary schools in rural areas. The results showed that the level of ICT leadership of school members in rural primary and secondary schools was not ideal, the imbalance between urban and rural areas, the size of schools had a significant impact on them, and the demographic variables of principals had no significant impact on them. Finally, according to the theoretical model and the conclusion of the empirical study, the corresponding improvement measures are put forward. Finally,in the conclusion part,it further explains the innovation and limitations of this study, and makes a basic prospect for further research.
