Basic education, the backbone of constructing socialist new countryside and building a harmonious socialist society, is the foundation engineering of national realization of the reinvigorating strategy and full human development, which has special significance to the great rejuvenation of the Chinese nation. With a wider rural area covered, more agricultural population, the lack of rural basic education input and serious deficiency of output, China’s western region is relatively poorer compared to the eastern and central. Based on these features, this article chooses the western area of the rural basic education as the research object. Involving efficiency evaluation, we need to apply to the efficiency evaluation model. This article chooses data envelopment analysis (DEA) to our country countryside elementary education in the western region of the input-output efficiency of empirical analysis, finally the conclusion and has put forward some feasible counterm easures.Based on the background above, this paper identified the object of study for rural basic education in11western provinces, autonomous regions and municipalities directly under the input-output efficiency. And we collected the2005-2009basic education in rural areas of the raw data, in preparation for this study. A summary of the relevant literature and summarized, to tease out a literature review of this article. The efficiency of education and education into the output of research literature review, data envelopment analysis (DEA) literature review, data envelopment analysis (DEA) is applied to the study of rural basic education literature review. After a summary of the literature review, we see the previous valuable research results, and also the innovation and significance of this study. Then, we carried out analysis of the current state of rural basic education in western China, finding the following issues:weak teachers, including the lack of the number of teachers and the poor teacher quality which needs to be improved, etc.; the lack of material resources from the hardware facilities of the school and software facilities of the two aspects of analysis, the prevalence of the phenomenon of lack of resources found in western China rural primary and secondary schools; financial investment, expenditure on education is not high in rural areas of western China which can be seen from the Health budget, education funding data; irrational allocation of resources for basic education in the western rural areas, some areas resource redundancy extreme shortage of resources in some areas; lag basic education development in the western minority areas which relate to the feature of the areas such as the language barrier, blocking traffic. Then, this article discusses the basic theory of data envelopment analysis (DEA), from its theoretical origin to progress from basic features to the basic idea, explained the data envelopment analysis method for the later models use to do good theoretical bedding. Later on, we build the index system of evaluation of the input-output efficiency of basic education in rural areas of western China. First we expounded the principles and characteristics of input and output indicators system, and then filtered out the input indicators and output indicators of the research object. The input indicators include the number of full-time teachers at the school, with the proportion of qualified education teachers, student school covers an area of student fixed assets, student teaching laboratory equipment value, student books reserves, the Health budget to education funding, The output indicators include the number of students at the school, the number of graduates, the number of schools. Based on the comparability of data and availability of rural basic education in the western region is divided into the rural primary and rural junior high school, respectively, the empirical analysis.Before conducting empirical analysis on the correlation between the index tests is needed, a KMO-BTS detection method in this paper spssl9.0software to measure selected in this article the correlation between input indicators and output indicators data. The raw data of rural primary schools in the western region and rural junior high school testing found that the KMO test value below0.7, which means the correlation between the indicator data, is not strong, so the requirement of principal component analysis to reduce the dimension of the data is not needed. With many existing research studies using DEA method, comparatively speaking, the DEA model has strong applicability with the main performance indicators in no need to set the weights, lower sample size requirements. No need to set the index weights through DEA performance evaluation, but ’certain elements of indicators included in the results obtained in the same DEA model unconvincing effective unit is the lack of comparability. This article will separate the various elements of the index system layer to select the same input factors, different output elements of the performance of some aspect of performance evaluation, and then compared and comprehensive evaluation of the results of an attempt to more accurately describe the problem.In the empirical analysis section, the rural primary schools in the western region and rural junior high school education efficiency evaluation and analysis respectively. Efficiency evaluation of the11provinces, autonomous regions and municipalities in western China rural primary and junior secondary education, the efficiency of the unit value of the evaluation, but also obtained the output of each unit of output less than or input redundancy values, and goals and investment objectives and other valuable information, provides us with an effective way to improve the efficiency of educational supply. In the run DEAP2.1software to evaluate the efficiency of rural primary and junior secondary education, the choice of the output angle, which means how to do to maximize output put into the same case, at the same time to select the variable returns to scale angle Analysis.Finally, in the empirical analysis of rural primary and junior high school in the western region, the overall efficiency, pure technical efficiency, scale efficiency and returns to scale. Come to the conclusion of this article data envelopment analysis (DEA) model, this paper puts forward countermeasures and suggestions. From human resources, material resources, financial resources and aspects of the policy level to promote rural basic education in western China to the input-output efficiency.
