| In the context of the silver hair wave sweeping the world,and for managing the increasingly serious pension challenges,both of the state and local governments have issued relevant policies to support the development of pension services,and also increase the public welfare pension supply through government purchases and other ways to ease social endowment pressure.As a new pension model in China,"embedded" pension system,overcoming the deficiencies of family support,community care and institutional pensions,and integrating the advantages of the three,is substantially supported and popularized by the state and the government at present.The embedded micro-structures in community X of T city are introduced by the government and established in the mode of public-private partnership.By taking embedded micro-institution of X community as the research object,using the participating observation,interview and other research methods to study the current situation of its mode operation,combined with the background and nature of the government purchase of pension services and through empirical analysis,it is found that embedded micro-institutions of X community have advantages in policy support,resource utilization,infrastructure construction,service concept and type,and so forth.However,the problems of complex management,superficial service,and blind development appear in the actual operation.To improve the effectiveness of government purchasing pension service,truly implement the system of elderly care and benefit people's livelihood,this paper,by analyzing and reflecting on the reasons behind these problems,finally proposes suggestions for the healthy operation of embedded micro-institutions of X community,which is related to the aspects of standardizing the government purchase procedure,clarifying the power of the government,paying attention to the service supervision power of the elderly in the community,solving the problem of positioning deviation and so on. |
