The party's 18 th proposed: We must pay attention to the development of connotations and strive to provide citizens with better and more equitable education.To improve the quality of talent is to give the core of our university's tasks.The Ninth National Party Congress made it clear that it is necessary to deepen education reform and advance modernization and globalization of China's education.In order to help accelerate the process of internationalized talent pools,the management of higher education institutions in China is in urgent need of adjustment.The college management model formed during The original planned economy period has not been able to meet the needs of the development of students.In China's universities,the internal organizational structure and operating model are also carried out in accordance with the mode of government,which causing many problems such as over staffing and redundancy of personnel in universities.The university must clarify the concept of running a school and mastered the autonomy of it.However,the official-based ideology is deep in people's minds.A system reform has to affect the various interests of the real power administrative personnel.It is not feasible to rely on administrative-level cancellation measures to solve the problems of university administration.In view of this,the decommissioning Reform of universities is a very difficult and complicated project.It is necessary to grasp the main contradiction of the problem,to fundamentally solve the problem,and change the ideological concept of the official standard,construct the value standard of universities.The value of universities is to help the cultivation of talents.Scientific research ability,academic level,and social influence are important manifestations of educational values.Through these value standards,an evaluation system is constructed to coordinate the relationship between the scholars and the organizers.While standardize the administrative power of universities,the academic power of universities can gradually get rid of the shackles of administrative power,and administrative reforms can also be implemented and guaranteed.Through study of predecessors and materials,,the author have great sentiment to the reform of the administration of students.The article consists of six chapters.The first chapter analyzes the research background,significance,ideas,methods,etc.The second chapter mention related concepts.The third chapter deals with the status and impact of the university administration.The fourth lesson clarifies a point of the reasons for the formation of the university administration;the fifth chapter analyzes the education system of foreign countries and summarizes the enlightenment of the reform of the university education system in China;the sixth chapter is to find the reform path in de-administration.The following presents the specific discussion.
