Supporting Graduate education is a hot issue in the field of higher education in China.Compared with part-time graduate students,full-time graduate students,as the main group of graduate students,do not have a job income,and need more financial support from the schoolto guarantee the basic life and tuition demand of this group.Since the full-time postgraduate charge policy was implemented in 2014,the study cost of full-time graduate students has sharply increased,resulting in the full-time graduate students paying more attention to “graduate student support policy” in various universities and colleges.However,compare with the local universities and the universities directly under the Ministry of Education,the former's establishment of the subsidy system started late,andis lack of uniform financial management rules,so that led to many problems in the funding work.Therefore,it is very necessary to pay attention to the status quo of full-time graduate student funding in local colleges and universities.In order to understand the current situation of local graduate student training,and explore the existing problems in the current situation of full-time graduate student support.By means of questionnaire,comparative analysis and interview,the questionnaire and interview outline were compiled in three local colleges and universities in Chongqing,as well as the self-designed questionnaire on the status of full-time graduate student funding in local colleges and universities,and an interview outline of the survey was conducted in three local colleges and universities in Chongqing.A total of 501 graduate students were selected and investigated from four aspects: funding concept,funding type,funding criteria and main body.It is found that the idea of funding for full-time graduate students in local colleges is not clear enough,and the innovation is neglected;the setting of subsidy projects is not reasonable enough and the evaluation method is not objective enough;the poor studentsundefined standard of identification is harsh,neglecting the need of the specialty attribute and the recognition standard of poor students;The lack of responsibility of the main body of school aid,the lack of local and social funding support and other issues.The two-factor theory is used to analyze the efficiency and fairness of the idea of funding,and the equity of graduate student support and educational resources is discussed in combination with Matthew effect.By using the externality theory to analyze the individual foreseeable income of various disciplines,the main reasons are that the guidance of financial support is not strong,lack of innovation inspection,the unbalance of the establishment of three assistance posts,the non-standard process of state-level subsidy evaluation,and so on.The cost of study is different,the conditions of identification of poor students are complex,the privacy protection of schools is not in place,and the local governments invest less money.Based on the above-mentioned problems,this study puts forward the following suggestions for improvement: first of all,change the concept of funding and promote equity and efficiency: on the one hand,it emphasizes the orientation of funding,incentive and equity parallel,on the other hand,it focus on training objectives and construct a three-dimensional funding system.Secondly,improve the diversification of types of development assistance,strengthen the supervision and management of financial support: On the one hand,set up "three aid" special funds,set up "three aid" management department;on theother hand,set up state-level funded project management and supervision organization.Thirdly,establish differentiated funding standards andestablish national poverty identification standards: on the one hand,it can innovatively createfunding allocation mechanism,on the other hand,it can optimize the identification process of poor students.The last one is to promote broad cooperation among the main bodies and expand the channels of funding sources:on the one hand,adjust the proportion of funding,strengthen humanistic care,on the other hand,set up education foundation to broaden the source of funds.
