On The Function Orientation And Practical Path Of County Vocational Education Center Under The Background Of Rural Revitalization

The county vocational education center is a multi-system and multi-functional school-running entity formed by integrating the county vocational education resources and improving the scale,efficiency and level of vocational education through the government's overall planning and multi-sectoral joint operation.Hebei Province is the birthplace of county vocational education centers in China.The establishment of county vocational education centers has played an important role in agricultural efficiency,rural development and farmers' prosperity.Under the background of the country's comprehensive implementation of the rural revitalization strategy,scientifically positioning the main functions of the county vocational education center and clarifying its practical path is an important task facing the reform and development of the county vocational education center.This study reviews the development history of county vocational education centers,selects some county vocational education centers in Hebei Province as research cases,explores the initial functions of its construction and implementation,and examines the existing functions and its change.Using literature analysis,case investigation,comparative research and other methods,analyzing the main tasks of the rural revitalization strategy and the demand for vocational education,it is confirmed that the county vocational education center should be established as a training center for county rural revitalization talents,a scientific and technological research and development and promotion center,a service center for economic and social development,and a traditional cultural heritage and development center.This study finds that the county vocational education center faces both historical opportunities and realistic predicaments based on the rural revitalization strategy.It is concentrated in four aspects: lag in ideological understanding,weak service ability,lack of relevant regulations,and rigid institutional mechanism.This study believes that in the context of rural revitalization,facing the new situation and new requirements,the county vocational education center should not forget the initial heart,bear in mind the mission,perform their duties and responsibilities,and provide supports of human resources,industrial technology development and rural cultural development,etc.to promote agriculture and rural modernization.This study proposes that based on the development status of county vocational education center,we should actively expand and optimize the four practical paths to make due contributions to rural revitalization.First,the road to reform to promote the adjustment of supply-side structure of vocational education;second,the open road to implement the strategy of diversified school-running;third,the modern road to actively promote the construction of modern information system;fourth,the road to development to build a lifelong rural resident education system.
