A Study On The Functional Orientation Of County-Level Vocational Education Center Under The Background Of Rural Revitalization Strategy

The 19 th National Congress of the Communist Party of China has made major strategic decisions to implement rural revitalization,which will become an important guiding plan for China's rural development in the future.In 2019,the State Council promulgated the "National Vocational Education Reform Plan",which proposed to strengthen provincial-level coordination and establish a number of county-level vocational education centers.As a multi-functional rural vocational education school,the county-level vocational education center has an important effect on the rural revitalization.However,in practical situation,the county-level vocational education center still has problems such as the loss of the functional orientation.Therefore,it is of great significance to re-examine the problem of the functional orientation of the county-level vocational education center in the new era.On the basis of theoretical research,based on the school-running characteristics of the county-level vocational education center,combined with the aims of rural revitalization strategy,this study creates the content of the function,and prepares a questionnaire based on the content.This study preferred a mixed research method,firstly conducted a questionnaire survey of 195 county-level vocational education centers nationwide,then based on the questionnaire research,interviewed the countylevel vocational education center principals.Finally,summarized the existing problems,analyzed the reasons behind the problems,and proposed the countermeasures and suggestions for the county-level vocational education center to serve the rural revitalization strategy.The main conclusions of this study are as follows:(1)According to the theories of school function and the aims of rural revitalization strategy,the county-level vocational education center should include the industrial revitalization function,individual wealth function,quality improvement function,prosperity culture function,and perfect governance function.(2)The survey data shows that the vocational education center has various forms,and the scale and conditions are uneven.The function from the strong to the weak is the quality improvement function,the prosperity culture function,the individual wealth function,the industrial revitalization function,and the perfect governance function.(3)Combining data and interviews to summarize the existing problems: Under the background of rural revitalization strategy,the county-level vocational education center's functional orientation is still relatively traditional,and the original functional orientation are basically followed.However,there is a structural loss in the original functional orientation,and the function is not well played.(4)The reasons for the problem include two levels,internal and external.The internal factors include: the strategic service intent of the vocational education center is passively lagging behind,the problems in running school such as “universal education” and “deagriculturalization” are particularly serious,and the conditions for running schools are weak.The external factors include: the system for the vocational education center serves the rural revitalization strategy is not perfect,and the institutional mechanism is not smooth.(5)In order to better serve the rural revitalization strategy,it is necessary to continuously optimize the running of the vocational education center and improve the institutional guarantee of the state and the local.
