Difficulty in policy implementation is the primary problem hindering the development of school physical education in China.The development of track and field teaching in middle schools lies in the development of school physical education.This paper focuses on the implementation process of the reform policy of middle school physical education curriculum.It mainly uses the methods of documentation and logical analysis to systematically analyze the factors restricting the development of track and field teaching in middle schools and the relations among them.On the basis of the theory of modular organization,the government,schools and society of track and field teaching in middle schools are guided to build together.The development ideas and Countermeasures of track and field teaching in middle schools are discussed,and the following conclusions are drawn:1.The joint construction of track and field teaching in middle schools by the government,schools and society is the inevitable trend of the development of school physical education in the future.However,at present,China's school physical education reform has not yet established an effective multi-subject participation mechanism,and the participation of society and family is extremely low.2.The inadequate implementation of the middle school physical education curriculum reform policy and the failure of the supervision mechanism are the deep-seated factors hindering the development of track and field teaching in middle schools in China.3.Influenced by the examination-oriented sports,track and field in middle schools in China is extremely utilitarian in terms of teaching content and evaluation methods.It is difficult to arouse students' interest in learning,and the learning effect is also poor.Based on the above conclusions,this paper puts forward the following suggestions for the development of track and field teaching in middle schools:1.Beginning with the top-level design,we should optimize the formulation process of physical education curriculum reform policy,and absorb more opinions and suggestions from the front-line workers of school physical education.2.We should establish a strict and perfect supervision system,introduce a third-party supervision mechanism,further clarify the relationship between responsibilities and powers among various departments,actively strengthen the communication and coordination between the government,schools and other relevant departments,and strictly and transparently ensure that the reform policy of physical education curriculum is implemented in the track and field curriculum of middle schools.3.Local governments and schools should maintain an open attitude,rely on the government,and carry out multi-channel,multi-field and multi-level cooperation with society.
