As an important part of public employment service,college employment guidance is responsible for college students' career choice and employment.However,there are still problems in the employment guidance service of colleges and universities in China,such as insufficient service awareness,weak teacher strength,and poor service implementation.The reason is that colleges and universities as a single supply subject,high-input and low-output supply methods can no longer be satisfied the need for modernization of employment guidance and the growing individual needs of students.As a management tool for enterprises to strengthen their core competitiveness,service outsourcing has been widely used in the western public employment service field.It has become an effective means for the government to improve service quality and reduce costs.Therefore,service outsourcing provides a possible way for China's colleges and universities to improve employment guidance services.Based on the above,this study focuses on the exploration of service outsourcing model of college employment guidance.This study takes the current situation and existing problems of employment guidance service supply in colleges and universities in China as the starting point of research.On the basis of summarizing the theory of service outsourcing and the practice of employment guidance service outsourcing at home and abroad.Then around the problem of model construction,this paper analysis of the following points of the motivation,construction principle,construction process,construction strategy and risk precaution.First of all,it sorts out the domestic and foreign research on employment guidance services and service outsourcing of colleges and universities and determines the research direction and research ideas.Secondly,through the existing literature analysis of the supply subject and delivery methods of employment guidance services in colleges and universities in China,and the methods of questionnaire survey to support the common problems of employment guidance services,and propose improved strategies for service outsourcing.Thirdly,it analyzes the theoretical basis of service outsourcing,summarizes and summarizes the experience and characteristics of domestic and foreign employment guidance service outsourcing practices,and provides theoretical basis and realistic basis for the construction of outsourcing model.Finally,on the basis of existing outsourcing theory and practice,according to the logical sequence of model construction,a set of employment guidance service outsourcing model suitable for the practice of colleges and universities in China is explored.The research shows that the external motivations of employment guidance service outsourcing in China's colleges and universities include information technology development,government policy guarantee and private employment guidance institutions.The internal motivations include reducing costs and focusing on core competitiveness.The construction of service outsourcing model in colleges and universities should follow the principle of university leading,goal-oriented and market competition,and establish a standardized service outsourcing process and strategy.Among them,the outsourcing process goes through five stages of factor analysis,project identification,project preparation,project purchase and outsourcing execution in chronological order;the construction strategy includes two aspects of service outsourcing scope and service outsourcing operation mode and the university can be employed according to the nature of the business.The scope of guiding service outsourcing is divided into employment guidance information technology outsourcing,business process outsourcing and knowledge process outsourcing.According to the cooperation relationship between outsourcing parties,the service outsourcing operation mode can be divided into four types: supportive,cooperative,dependent and alliance.The research predicts that the risk of employment guidance service outsourcing in colleges and universities includes the risks of moral hazard,contract risk,coordination risk and service quality decline and proposes corresponding risk management recommendations.
