In October 2015,the State Council issued the "Overall Plan for Coordinating the Advancement of World-Class Universities and First-Class Disciplines",and China opened the prelude to building world-class universities and first-class disciplines.The "double first-class" construction emphasizes the importance of talents.It will build a first-class faculty and strengthen the leading role of high-level talents as the basic task of "double-class" construction.It can be said that talents are the fundamental guarantee for the construction of "double-class",rational and orderly.The flow of talents provides the impetus for the construction of "double first-class" construction.Based on the background of the "double first-class" construction in China,this paper analyzes the current talent flow of colleges and universities,aiming at constructing a reasonable and orderly talent flow mechanism for colleges and universities and promoting the smooth development of "double first-class" construction.This paper uses the literature research method and the comparative analysis method to briefly summarize the policies on the talents of colleges and universities and the introduction of talents introduction in colleges and universities before and after the construction of "double first-class".After comparative analysis,the policy differences of talent mobility in colleges and universities are summarized,that is,"double first-class" Before the construction,the talents of colleges and universities mainly flowed within the unified salary system of the institutions;after the construction of "double-class",the colleges and universities were allowed to set their own wages,which led to the bad tendency of local governments and colleges to use high salaries to join hands to dig talents.This is the most significant trend and characteristics of college talent flow under the background of "double first-class" construction.Under the background of "double first-class" construction,high-paying talents in colleges and universities have brought many negative impacts on the development of national higher education and the construction of colleges and universities.The main performance is to break the strategic balance of China's higher education resources,causing the loss of state financial funds and increasing the talents of colleges and universities.The risk of loss,the academic development of talents,and the unfairness of salary allocation among talents.Under the background of "double first-class" construction,colleges and universities blindly follow the trend of using high salaries to dig high-level talents.The reason is that there are deviations in institutional design,traditional education performance views drive local governments to dig talents,colleges and universities have insufficient ability to undertake fixed autonomy,and college talents flow.The institutional mechanism is not perfect and the public welfare of individual college teachers is lacking.In this regard,this paper believes that the rational flow of talents in colleges and universities must rely on the government,universities and talents to link themselves.First,improve the construction of laws and regulations on talent mobility in the construction of "double first-class",talent evaluation mechanism,financial use restriction mechanism of colleges and universities,and support the top-level design of "double-class" construction in the eastern,central and western regions.Second,local governments should obey the state.The development strategy of higher education requires reforming the evaluation criteria of education.Third,the university establishes the correct talents and talents,and returns to the function of higher education to cultivate talents.Fourth,establish and improve the relevant institutional mechanisms for the flow of talents in colleges and universities,from the introduction of talents.Ways,promotion mechanism,teacher appointment and salary distribution are analyzed in detail to optimize the soft environment for the construction of talent team in colleges and universities.Finally,with the guidance of education public welfare,the sense of professional belonging of college teachers is cultivated and the professional ethics of teachers is reshaped.Therefore,in order to achieve a reasonable and orderly flow of talents in colleges and universities in the "double first-class" construction.
