Research On The Process Of Embedding Social Work Into Precision Poverty Alleviation

The problem of poverty in China's rural areas has always been a chronic disease hindering the development of rural society.How to eradicate the"root"of poverty is our government's goal for many years.Since the reform and opening up,the Party and the government have adopted a number of measures to help poverty-stricken areas and achieved world-renowned achievements.China's poverty governance system has been gradually innovated and improved.The targeted poverty alleviation policy currently being continuously promoted is a national strategic action drawn up on the basis of previous poverty alleviation achievements,prominent problems and current poverty situation.With the in-depth development of targeted poverty alleviation,it is increasingly difficult for the poverty-stricken population still living in rural areas to shake off poverty.In recent years,the central government has repeatedly issued documents encouraging social work to participate in poverty alleviation,providing policy guidance and institutional legitimacy for social work to participate in targeted poverty alleviation.This paper uses an embedded perspective to analyze the process of social work participating in targeted poverty alleviation,and takes village W,a key poverty-stricken village in Quanzhou county,Guangxi,as a specific sample site for research and analysis.By looking at the local literature,field observation,interviews of poverty relief workers,poverty groups,adopt to take off the embedded perspective analysis precision poverty alleviation policy in the practice of the village grass-roots society to take off the embedded,target can be embedded in social work space,give full play to the social work professional advantages,flexible embedded again using three methods of social work.On the basis of the needs assessment of the poor groups,professional methods are selected and intervention programs are formulated to help the poor groups eliminate their dependence and build their confidence in poverty alleviation.Assist the poor groups to explore their own advantages and potential capabilities,through their own efforts to complete the consciousness,ideological transformation.In this way,the social life and poverty alleviation ability of the service objects can be improved.Practice summary and embedded analysis found that the re-embedding of the"unembedded"problem encountered by the targeted poverty alleviation policy in grassroots practice by social work achieves the functional supplement other than the government subject under the current poverty alleviation model.Social work embedded in W village,Quanzhou county,Guangxi province,has a very good effect and adaptability in targeted poverty alleviation.Social work pays attention to the subjectivity and initiative of the poor groups,and emphasizes the change of the objects of poverty alleviation in the process of poverty alleviation,as well as the individual capacity building and the improvement of poverty alleviation awareness.The values of respect and equality in social work can also help to cope with and solve complex poverty problems.The participation of social work meets the needs of local spiritual poverty alleviation,makes up for the lack of single service content under the existing poverty alleviation mechanism,eliminates the psychological dependence of the poor groups on the government's"alms-type"assistance,and realizes the transformation from"blood transfusion"to"hematopoiesis"to a certain extent,so as to achieve sustainable poverty alleviation.
