With the development of science and technology in the world, new ideas andhigh-tech are more and more increasing. Chinese higher education has been developingby leaps and pounds than ever before in order to catch up with the international advancedscientific frontier. At the same time, agricultural higher education also has made moreconsiderable progress. Facing the incorporation of high-tech, such as bio-tech andinfo-tech, into agricultural scientific fields and entry of China into WTO, our agriculturehas met some new problems and challenge. Among many agricultural scientific fields,plant protection science is incorporated with more advanced scientific technology and hasa close relation to the international trade. So, it is very crucial to probe how to train andconstruct a team of scientific talents with high quality in plant protection fields so thatthey will deal with some difficult situations in face of many challenges. This is a strategicmatter also. Based on the current situations of development of Chinese higher educationand the training of agricultural scientific talents, by analyzing the structures of Chineseagricultural scientific teams and the employment of graduates from Plant ProtectionSpecialty in Shandong Agricultural University, this paper dealt with the current situation,importance and measures of training and construction of Chinese agricultural scientifictalent teams. On the basis of a case for the training of plant protection talents in ShandongAgricultural University, the development thoughts of plant protection specialty andtraining modes of plant protection scientific talents were put forward in order to get rid ofmany defects in the current training plan of plant protection talents. The main resultsgained are summarized as follows:1.There are different characteristics about employment of the plant protection graduates in Shandong province at different stages. In the decad of 1982-1992, the main employment sections concentrate on agricultural extension, the basic government, teaching-scientific research departments ect. Few graduates prepared for the postgraduate examination. The graduates have no pressure on employment and can be engaged in teaching and scientific research. But in the past 10 years between 1993-2003, the employment section has changed greatly. More and more graduates prefer postgraduateeducation than have a work and the employment section concentrates on corporation, agricultural extension, the basic government etc. The number of people who service in agricultural extension department has reduced sharply.2.The urgent problems to be solved in training the scientific and technological talents of plant protection. Some problems to be solved urgently in training scientific and technological talents of modern plant protection are as follows:①The training modes of plant protection talents in university are't in conformity with the changes of modern science and technology.②Reeducation of the skilled plant protection personnel is not enough. For example, the knowledge they grassed of predicts technology in disease, insect and grass and controlling technology are not advanced. They do not understand the knowledge and technology of relevant disciplines of multi-form agriculture.③The extending system of the scientific and technical fruits of plant protection is not perfect enough.④The skilled personnel of the plant protection team is unstable and more skilled personnel are lost.⑤There are not enough cooperation to solve difficult problems together in every agricultural departments, ⑥ Consciousness of globalization in agricultural production, legalizing, standardization, innoxious are not strong. So, in the building of scientific and technological team of the plant protection, it is necessary to set up mechanisms in personnel training , introducing , encouraging. Improve the whole quality of talent's team. Expand the scale of high-quality talents.Optimize the composition of trained personnel and overall arrangement All of these are essential for guaranteeing agricultural high efficiency , high quality and sustainable development.3.Developments of skilled talents of the plant protection and modern agriculture Modern agriculture promotes high-efficient developments with the application of new technologies (such as biotechnology , information technology , material technology , space technology ). It promotes the economic prosperity with the industrialization and agriculture oriented for export and foreign exchange earnings. Based on the idea of sustainable development and basic goals ,it promotes ecology and economic cycle and developments of society harmoniously. All these are due to the participation of the skilled personnel of plant protection. There are great demands ofskilled personnel of plant protection in modern agriculture.4.Thinking of future developments of plant protection specialty. On thetraditional plant protection concept , according to the needs of development , it is necessary to promote the teaching and research level by biotechnology and information technology. Meet the society and economic development demands and conform teaching resources. Promote new specialty and establish " resource " view and the new field , forming the growing point and industry of new discipline. On the basis, it is the point to carry on brand-new education in training plant protection talenta in the future.5.Set up the diversified plant protection training model. According to need of social economic development, set up diversified talents training models. At the stage of undergraduate course of plant protection , Students should be divided into two kinds of levels ,that is large reading in succession and ordinary undergraduate course; In ordinary education of undergraduate course level, it can be divide into three types : technology developingm, popularizing and applied , management and administration . The training model of undergraduate course student should be divided into undegraduate to postgraguate model, major and complement subjects model and compounding type model.
