Building a strong education country is an important basic project to achieve the great rejuvenation of the Chinese nation,and we should place the development of education in a prime position,achieve equity in basic education and promote the integration process of compulsory education in urban and rural areas.Compulsory education in rural areas is an important part of building a strong country in basic education.We should pay attention to and strengthen the tilting of resources and policy support for basic education in rural areas,ensure that young children in rural areas enjoy fair educational resources and access to education,and effectively improve the standard of education and teaching quality in rural areas.This paper takes the physical education teaching resources of compulsory education in urban and township areas of Tianjin as the research object,mainly using literature,survey,mathematical and statistical methods and comparative analysis,by investigating the current situation of physical education teaching resources in urban and rural areas of compulsory education in Tianjin,mainly including the following aspects: human resources,material resources,financial resources,curriculum resources and information resources.In-depth understanding of the actual situation of the allocation of teaching resources in compulsory education in Tianjin,the use of physical education teaching resources balance indicators to assess,and thus obtained the difference in the allocation of physical education teaching resources between urban and rural primary and secondary schools.1.Basic situation of physical education teaching resources allocation in urban and rural schools at the compulsory education level in Tianjin(1)Imbalance in the structure of the teaching force in urban and rural areas.There is still a gap between the physical education teachers in townships and the physical education teachers in urban areas in terms of the structure and quality of the teaching force,as well as the protection of their titles and salaries.(2)Uneven investment in sports funding.The source of sports funding in Tianjin's townships is too homogeneous to meet teaching needs,and the inequality of resources between districts and districts and between schools is the main reason for deepening the gap between urban and rural areas.(3)Inadequate provision of sports venues and equipment in urban and rural areas.Schools in urban areas are limited in the construction of outdoor sports venues due to their geographical location,while schools in townships have insufficient funding and are not equipped with sports venues up to standard.(4)The structure of the physical education curriculum is unreasonable.Most schools generally do not offer physical education theory courses,and the content of the curriculum is affected by the venue and equipment,making it difficult to carry out many sports,and the implementation of the timetable is low,with the phenomenon of physical education classes being "squeezed out" frequently.(5)There is a lack of sports information resources,and the application of modern information technology tools in the sports curriculum is low,and the unreasonable use of information resources has indirectly caused a waste of resources.2.The causes of the unbalanced allocation of physical education resources between urban and rural schools in Tianjin's compulsory education stage(1)Lack of economic development has led to different treatment of PE teachers and lack of mobility in both directions.(2)Deviations in the concept of education have led to a low proportion and inconsistent allocation of funds for physical education.(3)The planning and construction of physical education venues and equipment lags behind the economic and social level of each district.(4)The unreasonable curriculum of physical education hinders the normal development of physical education activities.(5)The effective utilisation of sports information technology tools in physical education is low.3.Ideas for a balanced allocation of physical education teaching resources in urban and rural schools at the compulsory education level in Tianjin.(1)Optimise the structure of the teaching force and widen the channels for interchange of teacher resources.(2)To narrow the gap in educational concepts and allocate the same funds for physical education.(3)Establishing and improving sports venues and equipping them with sports equipment.(4)Strengthen the development and construction of curriculum resources,and avoid "one-dimensional" teaching.(5)Accelerate the digitisation of physical education and realise the teaching mode of "education + internet".
