Analysis Of The Specialization Of The Social Work For The Teenager Public Welfare Projects

As an isolated and special group,teenagers share distinct group characteristics and features including outlooks on life and value,behaviors and habits.With age and rapid development of the society,teenagers are confronted with complicated demands and difficulties in their process of growth and the path to success,physical and psychological health,employment and self-employment,which results many social issues and challenges.Therefore,there is an urgent demand on the surface and the root remediesCivil affairs departments at all levels make their great efforts on promoting the reform and supply of teenagers' public services through public welfare venture capital and the services for teenagers at the government's expense,therefore a large number of social organizations spring up.Still there are a lot of problems in the process of Specialization of teenagers' welfare projects,such as "talking from the surficial perspective" or "failure to address the root causes",which hinder the fulfillment of the projects because of the lack of systematic service vision.My study is based on the 166 teenager welfare projects' plans,mid-term,final reports,daily service records and interviews with project implementers of Yangzhou city,which fully show the current defects including the ignorance of the cultivation of teenagers' own abilities and indirect effects on the growth environment of teenagers,the insufficient empowerment for teenagers and the lack of the interaction between teenagers and their growth environment.Therefore,the specialization of teenagers' public welfare projects needs to find a new wayIt is necessary and feasible to specialize teenagers' public welfare projects.The necessity of specialization of social work in teenagers,welfare projects being rooted in the social work has both surface and root function.The greatest uniqueness of social work lies in the vision of"interaction between human beings and their environment and situations" On the purpose of helping people to help themselves and enhancing their power,by the means of mature and professional theories,service methods,service skills,as well as direct,indirect and comprehensive intervention strategies,the existing defects of teenagers' public welfare projects,that is "failure to address the root cause",can be effectively overcome,and also has the advantages of improving the teenagers' growth environment and their interaction with the environment,stimulating the potential of self-development.Specialization of the teenagers'public welfare projects is feasible because "professional social work" has been written into the government work report for four consecutive years,the great government's attention has been paid to social work of teenagers,and many policies have supported the development of teenagers' social work;the specialization of teenagers' public welfare projects has the supports from professional social work service institutions and social workers;civil affairs departments at all levels have set built-in institutions in charge of social work and teenagers' welfare;The fruits of the standardized social work services for teenagers also provide necessary technical support for the specialization of social work for teenagers' public welfare projects.There are reliable ways to achieve the specialization of social work in teenagers' welfare projects:the entrance of the teenagers' welfare projects(collecting,bidding and evaluation),the implementation and supervision of the project process,and the closing evaluation of the project.For the sustainability of social work's specialization of teenagers' welfare projects,civil affairs departments at all levels need to make a series of institutional reforms.Firstly,at the policy level,civil affairs departments at all levels pay more attention to giving more support to improve the government system,draft the "Standards for Specialization of Social Work Teenagers' Welfare Projects(Guidelines)" and establish the design and implementation mechanism of "Registered Social Workers-led" teenager welfare projects;secondly,the admission system of teenager public welfare projects(including project evaluation rules)need to be established and teenager public welfare services need to be improved,providing the surface and root remedies for the healthy growth of teenagers.
