Since the popularization of higher education in China in the 1990s,,the quality of higher education has increasingly become a hot topic concerned by all sectors of society.In order to improve the quality of education,under the implementation of the national policy,China began to explore the establishment of teachers’teaching development organizations.Compared with the earlier practice of foreign operations,the teaching development organization of university teachers in our country started late as a whole,and the development is still immature,and there is still a large research space.In the past,our country’s attention to the organization construction of teachers’teaching development centers focused on the construction of 30 national demonstration centers,and mostly from the perspective of "structure-function" doctrine.It lacked not only the application of such organizations in other colleges and universities,but also multi-dimensional theoretical care.Based on this,this study focuses on the organizational construction of local university teachers’teaching development centers,adopting the new institutionalism organization theory as the analytical perspective,trying to study the organizational construction of the local university teacher teaching development center through statistical analysis and field research methods.On this basis,we will explore suggestions that will promote the more effective development of the center.Therefore,based on relevant literature and field research,this study divides the main research content into two parts:Firstly,it uses statistical analysis method to describe the overall situation of teachers’teaching development centers in local colleges and universities Secondly,it is to conduct case study on the organizational construction of Teachers’Teaching Development Center in G School through field research.The influence and function of institutional environment is the focus of this study.Based on the relevance of the organizational theory of the new institutionalism and the analytical logic of this study,Starting from the organization in the environment,this study focuses on the institutional origin of the organization,the institutional peers in the stable organization,the transformation of the system in the organizational activities and the organizational dilemma caused by the structural contradictions in the institutional environment,probing into the process,current situation and contradictions of the organization construction of the teachers’teaching development center in local colleges and universities.Focusing on the institutional sources of organization,this study mainly focuses on the government and universities,putting the organization’s production under the environmental impact,and analyzing the role of the government and the relevant policies of universities in the organization’s production.Through the national macroscopic statistics and the individual case microscopic discussion,it is found that the establishment of the teaching development center of local university teachers is mostly based on the shaping of the institutional environment,showing the characteristics of top-down guidance.Focusing on institutional peers under organizational stability,this study starts from the effect of institutional environment on organizational behavior.Firstly,it describes the commonness of local colleges and universities in organizational structure under similar institutional environment at a macro level.Secondly,it discusses from the micro level how to act in order to comply with the institutional environment and improve the legitimacy under the increasing stability of the organization.Therefore,it is believed that the teaching development center of local colleges and universities tends to follow the legitimate activities and forms constructed in the institutional environment in the initial stage of organizational construction,and the goals and functions tend to go with the system,showing the characteristics of imitation and exploration.Focusing on the institutional reform in organizational activities,this study starts from the interaction between institutional environment and technological environment to discuss whether organizations can give play to their initiative,expand technological environment and how to interact with institutional environment in the increasingly mature environment.Based on this,this study mainly relies on the specific development practice of G school.Through the micro-level research on the organizational activities of G school teachers’ teaching development center,it is believed that with the improvement of the internal mechanism of the center,the organization will try to reform the institutional environment from two aspects:Firstly,through the integration of technological activities,the system will continue to be recognized;secondly,through technology,the system rules will be affected.However,because the transformation mostly takes place in strong organizations,it shows the characteristics of choice and individuality.Focusing on the organizational dilemma caused by the structural contradiction in the institutional environment,this study focuses on the structural contradiction in the institutionalized organization.Through the content analysis of the organizational construction of the teaching development center of 433 local colleges and universities and the specific investigation of G school,it is found that in the background of organizational construction,some local colleges and universities take the system as the primary reason to establish the teaching development center,but ignore the practice of the school,showing the characteristics of blindness.In the practice of organization operation,there are problems such as administrative orientation,lack of manpower and single function,which restrict the further development of organization.Therefore,based on the above research,this study believes that in order to promote the further development of local university teachers’teaching development centers,it is necessary to coordinate the main elements of the environment and give full play to the joint role of each element.First of all,as far as the subject in the institutional environment is concerned,the country should continue to improve and strengthen the construction of relevant policy systems and do a good job in the top-level design.Local governments should correctly treat the central construction and make rational planning.Local colleges and universities should face up to the environment of organizational development,seek truth from facts and avoid blind obedience.Secondly,as for the main body in the technical environment,the center should constantly improve its own business level,explore rules and pay attention to quality.
