As the leading force of social work and the main body of social work practice,social work talents play an important role in the development of social work.The flow of social work talents is an important means to accelerate the development of social work industry and optimize its structure.The unreasonable flow of talents will have a negative impact on the de-velopment of social work in China.Nowadays,Guangzhou has issued a series of normative documents and related supporting policies to promote the development of social work Among them,there are relevant provisions on the flow of social work talents.However,the flow of social work talents has not been fully activated.Under the background of wide and diversified interest subjects,policy network,as a method of analyzing the relationship be-tween various network subjects in the process of policy formulation and implementation,can effectively integrate dispersed resources and realize the coordinated development of the main interests.Based on the investigation and study of L Social Work Service Center in Guang-zhou,this paper analyses the characteristics and reasons of its talent flow,and studies the in-teractive relationship among the network subjects during the implementation of the policy ac-cording to the theory of policy network.It is found that the process of social work talent flow is the result of the game between multi-stakeholders and their mutual interests,and put for-ward suggestions to optimize the flow of social work talentsThis article is divided into six chapters:The first chapter is an introduction.This paper clarifies the research background and significance of the article,puts forward research ideas and methods on the basis of combing the research status at home and abroad,and illustrates the possible innovations and shortcomings of the research.The second chapter defines the rel-evant concepts and expounds the theoretical basis.The concepts of social work,social work talents and talent flow need to be defined,and the generation and application of normal net-work theory are elaborated in detail.Chapter three discusses the applicability of applying pol-icy network theory to analyze the flow of social work talents,and summarizes the composi-tion and characteristics of the policy network affecting the flow of social work talents.Chap-ter four takes L Social Work Service Center in Guangzhou as an example,describes the cur-rent situation of social work talent flow,and summarizes the characteristics of urban social work talent flow.Chapter five based on the theory of policy network,analyses the reasons for the talent flow in urban social work from the confrontation between policy community and inter-governmental network,the poor interaction between inter-governmental network and producer network,the low participation of issue network and the insufficient participation of professional network.Chapter six is the suggestion to optimize the flow of urban social work talents.Starting from the current situation of each network subject,this paper puts forward some suggestions to promote the flow of talents in urban social work.
