| Prosperity of science and technology is the foundation of a country’s prosperity and national rejuvenation.My country has always adhered to the overall strategy of driving the economy to achieve high-quality development through scientific and technological innovation.As one of the essential elements to promote scientific and technological innovation,scientific and technological talents are the key factor to promote the optimization of industrial structure and achieve sustainable economic development.The agglomeration of scientific and technological talents is a special phenomenon formed by the flow of scientific and technological talents,that is,under the multiple influences of external and internal factors,scientific and technological talents in different regions flow from different regions or industries to specific regions or industries to achieve the superposition of elements,and maximize its agglomeration effect.The optimization of industrial structure is the core support for realizing high-quality economic development and an important foundation for the region to achieve sustained,stable and rapid economic development.Generally,the optimization of industrial structure is considered from two aspects:rationalization of industrial structure and high level of industrial structure.The spatial differences presented by the agglomeration of scientific and technological talents play an important role in improving the level of industrial scientific and technological innovation and promoting the optimization of industrial structure.At present,the existing research on the relationship between the agglomeration of scientific and technological talents and the optimization of the industrial structure ignores the spatial factor,and less comprehensively describes the complex relationship between the agglomeration of scientific and technological talents and the optimization of the industrial structure.In recent years,the frequent flow of scientific and technological talents in my country has shown a trend of agglomeration,and the effect of scientific and technological talents agglomeration has become increasingly prominent.In this context,accurately describe the impact of scientific and technological talent agglomeration on the optimization of industrial structure,it is of great practical significance to promote the transformation and upgrading of the regional industrial structure,and to give full play to the value and agglomeration effect of scientific and technological talents.Therefore,Firstly,This paper systematically sorts out and summarizes important domestic and foreign literatures related to the agglomeration of scientific and technological talents and the optimization of industrial structure.and deeply analyzes the current situation of China’s scientific and technological talents agglomeration and the optimization of industrial structure.Secondly,a more comprehensive theoretical analysis is carried out on the relationship between the agglomeration of scientific and technological talents and the upgrading of the industrial structure.Thirdly,by collecting panel data of 31 provincial-level administrative regions in China from 2000 to 2019,this paper conducts an empirical analysis on the impact of the agglomeration of scientific and technological talents at different levels on the optimization of industrial structure.The results show:From the perspective of the national level,whether it is an index of rationalization of industrial structure or an index of advanced industrial structure,the agglomeration of scientific and technological talents has a significant positive correlation with the two,that is,with the improvement of the agglomeration of scientific and technological talents,the industrial structure is optimized.the higher the degree.At the regional level,as far as the eastern region is concerned,there is a significant positive correlation between the agglomeration of scientific and technological talents and the rationalization of the industrial structure,while the coefficient of influence of the agglomeration of scientific and technological talents on the heightening of the industrial structure is positive,but not significant;As far as the central region is concerned,the influence coefficient of the agglomeration of scientific and technological talents in the central region on the rationalization and upgrading of the industrial structure is positive,but it is not significant;As far as the western region is concerned,whether it is an index of rationalization of industrial structure or an index of advanced industrial structure,the agglomeration of scientific and technological talents has a significant positive correlation with the two.Finally,based on the results of empirical analysis,we strive to provide new ideas for the government to formulate policies for scientific and technological talents in the future from multiple perspectives,in order to optimize the allocation of scientific and technological talents in China,create a good social environment suitable for the development of scientific and technological talents and industrial structure,and accelerate the optimization of industrial structure. |
