Research On High-quality Development Strategy Of Jiangsu Open University

The construction of open universities is an important measure to run continuing education in China.It plays an important role in accelerating the construction of a learning society,building a lifelong education system,building a modern vocational education system and promoting educational equity.Open universities,as a member of the education industry,are different from for-profit enterprises,but they have both social and economic attributes.They create economic value as well as social value.At present,China's Open University is at the key point of transforming from Radio and TV University to a new type of distance education university.It is urgent to formulate the development strategy of Open University in the process of transformation.This paper studies the high-quality development strategy of Jiangsu Open University based on the current economic development needs of high-quality development in China,which has important practical significance for the improvement and development of lifelong education system in China.Based on a systematic review of relevant research at home and abroad,this paper first uses PEST tools to analyze the current macro-environment of Jiangsu Open University,clarify the necessity of formulating a high-quality development strategy,and analyze the industry situation,and put forward the importance of formulating a high-quality development strategy of Jiangsu Open University.Secondly,the development status of Jiangsu Open University is analyzed,and the external opportunities and challenges as well as internal strengths and weaknesses of Jiangsu Open University are analyzed with SWOT tools.The internal strengths are mainly reflected in the strong teachers and the scientific credit banking system,while the internal weaknesses are mainly reflected in the fewer disciplinary settings,the lack of innovation in educational and teaching concepts,and the relative resource platforms.Then,according to the SWOT analysis results,this paper puts forward the vision,strategic objectives and strategic priorities of the high-quality development strategy of Jiangsu Open University,and studies and puts forward the strategies of high-quality personnel training,high-quality social service and high-quality open education research.The strategy of cultivating high-quality talents is an important mission of Jiangsu Open University.Its connotation includes the construction of teaching system,the construction of talent team,the integration of teaching resources and process and the control of teaching quality.Its development approach is to deepen the reform of open education,and the development system is "top-level construction-characteristic disciplines-specialty optimization-high-quality courses".The strategy of high-quality social service is Jiangsu Open University.The fundamental task of learning is to build an open educational platform,develop open educational technology and integrate open educational resources.Its development approach is open development,and its development system is "social service System-Social service connotation-public education service-credit bank system".The research strategy of high-quality open education is the important theoretical support of the former two,and its connotation is teaching technology.And the innovation of teaching process and teaching idea;its development way is innovation and development,and its development system is "scientific research goal-scientific research system-scientific research platform-scientific research team".Finally,the paper puts forward the necessary safeguards for the implementation of high-quality development strategy,including campus construction,organizational restructuring,cultural innovation and style construction.The high-quality development strategy of Jiangsu Open University proposed in this paper,as well as the corresponding strategic core and strategic safeguard measures,has important theoretical value and practical significance,and provides Jiangsu basis for the subsequent transformation of Open University in China.
