With the advent of a new era of innovation and entrepreneurship,socialist construction requires modern talents with subjective and innovative capabilities.In the report of the 19 th National Congress,the role of socialist core values in the construction of social spiritual civilization was also clearly stated.In this important period of social economic,political and cultural construction,General Secretary Xi Jinping explained the "Chinese Dream" for each citizen.In the context of contemporary social culture,"public people" have come from "public development",and in the administrative field,the value of public participation in public participation has been explained from the perspective of social interaction;in the economic field,the concept of "public people" is used to analyze the government.The transformation of functions;in the field of culture,“public people” are citizens of public spirit and social responsibility.Distinguishing the concepts of "public people" and "public spirit","public responsibility" and "public participation",the cultivation of "public people" for junior high school students is based on the "public spirit" and the "public responsibility" as the cornerstone.Public participation is guided.Because the theoretical study of junior high school education is out of touch with social practice and lacks social adaptability education,the imbalance of physical and mental development in junior high school students is now lost in the spirit of multiculturalism.The current junior high school survival is not strong in public participation,and the psychological is prone to imbalances in interpersonal relationships,lack of public responsibility awareness,and lack of spiritual beliefs.This paper starts with the teaching objectives,textbook analysis and teaching methods of the course "Ethics and Rule of Law",and focuses on the strategy of cultivating "public people".First of all,we must explore the "public people" training goal in the three-dimensional goal,propose the self-realization of the corresponding individuality and public tension,explore the ability of the subject to self-realization and the theoretical literacy of "social people" with social participation.Then use the textbook section as a framework to analyze the connotation of "public people",including returning individual experience to conserve public spirit,developing "human economy" to cultivate public responsibility,and promoting social attention to promote public participation and expand knowledge space to cultivate public literacy.Finally,combined with the teaching case of morality and rule of law class to analyze the realization of the "public people" bridge,through the group cooperation to let students into the collective,to explore the ability to forge public participation,to contact students' life experience,to create adaptive special courses.
