In September 2018,General Secretary Xi Jinping pointed out at the National Education Conference that we should adhere to the socialist path of education development with Chinese characteristics,adhere to the socialist direction of running schools,and cultivate socialist builders and successors who are well-developed morally,intellectually,physically,aesthetically,and labor.The requirement of all-round development in the general Secretary's speech points out the direction of "whom to train,what kind of people to train,and how to train people".Morality and the rule of law is the main course to lay the foundation for the healthy development of junior high school students' ideological and moral character.It is the main position for junior high school students to carry out ideological and political education,and it is also an important way to help junior high school students establish a correct world outlook,values and outlook on life.The public participation quality of junior middle school students is one of the important contents of cultivating the core quality of junior middle school students,and is the basic quality requirement of cultivating contemporary citizens.The cultivation of public participation literacy is conducive to the all-round development of moral,intellectual,physical,aesthetic and labor of junior high school students,the practice of socialist core values,and the improvement of civic literacy.This paper takes the cultivation of public participation literacy among junior high school students as the core content of the study.It uses scientific methods such as literature research method,classroom observation method,case study method,and interview method to conduct a more in-depth analysis of the problems that generally exist in the cultivation of public participation literacy in junior high school "Morality and Rule of Law" class teaching,and puts forward objective and reasonable countermeasure suggestions on how to improve it.This thesis consists of the following five parts.The first part defines the core concepts of public participation,public participation literacy,and public participation literacy of junior high school students based on normative documents of the Ministry of Education,national curriculum standards,and relevant theories of experts and scholars.elaborates on the significance of strengthening the cultivation of public participation literacy in teaching "Morality and Rule of Law" classes in junior high schools.The second part objectively and systematically analyzes the current situation and reasons of the cultivation of public participation literacy in the teaching of "Morality and Rule of Law" in junior middle school.This paper observes the "morality and rule of law" Curriculum in several middle schools in Hohhot and Chifeng,and interviews five teachers of "Morality and Rule of Law" in detail to obtain the survey results used in this study.On the basis of sorting out and analyzing the interviews,It is found that students lack the necessary basic quality of public participation,teachers lack the concept of cultivating students' public participation quality,the cultivation situation of public participation quality is relatively single,and the practice platform of public participation quality cultivation is insufficient.At the same time,through the interview results,it is summarized that the reasons for the problems in the cultivation of public participation quality in the teaching of morality and the rule of law are in the following four aspects:first,Examination oriented education desalinates the cultivation of public participation literacy;second,teachers lack of public participation literacy related training;third,the school lacks the relevant conditions for the cultivation of public literacy.fourth,the teaching evaluation system is single.The third part focuses on the development of public participation literacy in teaching "Morality and Rule of Law" in junior high school and proposes corresponding countermeasures.the first is to cultivate teachers' advanced quality and improve their teaching ability;second,improve classroom teaching methods to stimulate students' interest in public participation;third,establish and improve the teaching practice platform and broaden the channels for students' public participation;fourth,adopt multiple and multidimensional evaluation mechanism to promote the all-round development of students.The fourth part,classroom teaching and practical teaching cases of cultivating public participation literacy in junior high school "Morality and Rule of Law" teaching are designed.
