A Study On The Employment Of Rural Surplus Labor In Yecheng County

In the report of the Nineteenth National Congress of the CPC,General Secretary Xi Jinping emphasized that "the problem of rural agricultural farmers is a fundamental issue concerning the national economy and people's livelihood,and it must always be the top priority of the Party's work to solve the problem of agriculture,rural areas and farmers." As the key to promoting the integration of urban and rural development,increasing farmers' income and solving the problem of farmers' poverty,the employment of surplus rural labor force is an important measure to win the battle against poverty.As the main battlefield for the country to win this battle,it is the most arduous task for Xinjiang 22 poor counties to get rid of poverty and take off their hats.While the economic development is relatively backward,and the four prefectures of southern Xinjiang with special natural conditions are indeed one of the 14 areas in the country with concentrated and continuous poverty.Despite the great efforts made by the state,autonomous regions and regions in the Rural Revitalization and overall planning of urban and rural employment,the employment problem of rural surplus labor in this minority-inhabited area of southern Xinjiang can not be completely solved.Based on this,guided by Theodore W.Schultz's theory of human capital investment,Lewis' s theory of "dual economy" and the theory of new public service,this paper first summarizes the relevant research on the employment of surplus rural labor from macro perspective by consulting relevant literature and field research in Yecheng County.Secondly,through on-the-spot investigation of Yecheng County,the paper seizes the characteristics of Y Township,rural population over 40,000,per capital arable land area less than 0.5 mu in some villages,and prominent contradictions between people and land,and selects Yecheng County as a sample of rural surplus labor and employment problems,so as to conduct in-depth analysis of the employment situation of rural surplus labor in Yecheng County.To clarify the current situation of rural surplus labor employment in Yecheng County;Thirdly,the existing problems and reasons are analyzed.Finally,starting from the overall goal ofprecise poverty alleviation and Xinjiang's work,this paper puts forward some positive and effective countermeasures and suggestions to promote the employment of rural surplus labor force in Yecheng County,which will provide some suggestions for the employment of rural surplus labor force in Yecheng County.In order to increase farmers' income,promote social stability and agricultural development,and Yecheng County can win the battle against poverty in 2020,achieve the goal of "getting rid of real poverty and poverty" and contribute to building a well-off society in an all-round way with the whole country.
