Research On The Evolution And Evaluation Of College Students' Entrepreneurship Policy

In recent years,under the background of the transformation and upgrading of the economic structure and the increasing pressure on the employment of college students,college students entrepreneurship gradually become a new hot spot of China's economic and social development.National and local governments have introduced various support policies,cooperated with financial investment and preferential measures to stimulate and support college students' entrepreneurship.On the whole,the policy has achieved some success,and the independent entrepreneurial rate and entrepreneurial success rate have improved,but not significant.This makes how to scientifically evaluate and improve the entrepreneurship policy of college students has become a problem to be solved.This study attempts through the combination of qualitative and quantitative methods.On the one hand,on the basis of the entrepreneurial process theory and policy evaluation theory,using content analysis method combing the entrepreneurship policy in our country,summarize the evolution of entrepreneurship policy in our country is divided into system,try to explore into the early,and improve the content of "new ideas" + four stages,and discusses the current entrepreneurship policy limitations.On the other hand,optimizing the system of entrepreneurship policy in the entrepreneurship policy evaluation criteria under the guidance from the policy implementation effect,policy effects and policy responses of the three aspects of the definition of entrepreneurship policy framework,and established by the 4 level 21 indexes for a college entrepreneurship policy evaluation index system.Analytic hierarchy process(AHP)is used to determine the weight of indicators at all levels.Among the indicators,the number of successful entrepreneurial students is the highest,and the index of the impact on absorptive talent is the lowest.Taking Nanjing city as an example,to obtain quantitative and qualitative index data through statistical literature and questionnaire survey,using fuzzy comprehensive evaluation method to calculate the index score and total score,the Nanjing City College Students' entrepreneurship policy evaluation level is medium,one level index,the effect of policy implementation the highest score,the policy response the lowest score.Finally,put forward as reflected in the college students' entrepreneurship policy evaluation conclusion in question:(1)to carry out the characteristics of entrepreneurship education,fundamentally stimulate the entrepreneurial intention of college students;(2)to broaden the policy publicity channels,increase policy advocacy efforts;(3)improve the financial tax policy targeted to ensure that policies are carried out;(4)the establishment of College Students' Entrepreneurship service platform,improve the work efficiency of government departments.
