As an important measure of targeted poverty alleviation strategy during the period of13 th Five-Year Plan,Education Poverty Alleviation,has increasingly become the consensus of the people.Education Poverty Alleviation is an important way to solve the problem of poverty and an accurate way to effectively block the intergenerational transmission of poverty.However,the current situation of Education Poverty Alleviation in poverty-stricken areas is not satisfied,which seriously affects the smooth development of poverty alleviation in poor areas of China.Therefore,it is urgent to study the Education Poverty Alleviation in poor areas.County A of Gansu Province belongs to the minority community in the remote areas of Western China.In 2011,it was listed as one of the poverty-stricken counties in Liupanshan national contiguous poverty area,which belongs to one of the 23 deep poverty counties in Gansu Province,and an important area for targeted poverty alleviation of the country.Its5426 poor households for A total of 21500 people,25.24% PinKunMian,A county in gansu province 11 township(town)in the mountains of things very bad natural conditions,74.6% of the poverty population in here at the moment,A county in gansu province education poverty is very outstanding,A county in the long-term development,so it is very important to study for A county in gansu province education poverty alleviation。Three-circle theory is a theoretical work to test policies.It mainly carries out theoretical analysis on the effect of policy formulation and implementation.Three-circle theory includes value circle,capability circle and support circle 。The three circles include "value circle","ability circle" and "support circle".The three circles exist and intersect at the same time toform the "Nike zone" where the three circles intersect.Only when policies are formulated,implemented and implemented can they be effectiveThis paper takes Education Poverty Alleviation work in County A of Gansu Province as the research object.Firstly,the first-level and second-level indexes of Education Poverty Alleviation work in County A of Gansu Province are set up by using “three-circle theory” and the analytic hierarchy process(AHP).Secondly,by means of questionnaire survey and interview data to measure the achievement of indexes,in-depth analysis of the effectiveness of Education Poverty Alleviation work in County A of Gansu Province are carried out.At last,the study is found that there is a “Nike zone” intersecting the “value circle”,“ability circle” and “support circle” in Education Poverty Alleviation work in County A of Gansu Province.However,the “Nike zone” is relatively small.Then it puts forward the strategy of expanding “Nike zoon”.First is to change the concept of Education Poverty Alleviation.Second is to strengthen top-level design and improve targeted Education Poverty Alleviation,attaching importance to talent development and improve the soft environment,increasing investment in education and optimizing the use of funds for Education Poverty Alleviation,and improving the construction of teaching infrastructure.Third is to strengthen government guidance and support for education to construct the pattern of Education Poverty Alleviation promoted by multiple subjects.
