With the continuous deepening of the reform of the education system,in the context of the application-oriented transformation of local universities,the university-enterprise cooperation has received extensive attention and has become the consensus of all parties.The deepening of university-enterprise cooperation in local colleges and universities is conducive to solving the problems of employment difficulties,developmental homogenization and alienation of economic and social development faced by higher education.However,the main body of the university-enterprises' cooperation often lack enough motivation to deepen the cooperation between the shool and the enterprise,consequently the cooperation is difficult or slick,and there are many problems on the road of sustainable development of university-enterprise cooperation.This study focuses on the operational effectiveness,existing problems and causes of the university-enterprise cooperation base.Through interviews and questionnaire surveys,it reflects the problems and obstacles in the cooperation between universities and enterprises at the emergence stage.From the perspective of stakeholder theory,through statistical methods such as descriptive statistics,mean comparison,and paired sample T test,the paper analyzed the interest of core stakeholders of university-enterprise cooperation,the degree of realization of interest,and conflicts of interest.Moreover,it Analyzed the degree of influence of the conflict of interest of stakeholders in university-enterprise cooperation on their motivation.Using The Ambiguity-Conflict Model of Policy Implementation,the university-enterprise cooperation policy is explored,and the impact of cooperation policy on cooperation execution is analyzed.The research shows that the different situations of university-enterprise cooperation policy have two characteristics: ambiguity and conflict.The high ambiguity-high conflict of cooperation policy leads to poor implementation,and it is recommended to optimize the cooperation policy.The core stakeholders of university-enterprise cooperation have specific interests and needs,and they attach differentimportance to various interest needs.Various measures are needed to meet the needs of coordination and balance the interests of stakeholders.The core stakeholders' interest needs of university-enterprise cooperation are different.The realization of college students' interests is the highest,while the employees' benefits are the lowest.It is necessary to mobilize the group's enthusiasm by improving the realization of their interests.The core stakeholders of university-enterprise cooperation have conflicts of interest,and the degree of conflict of interest has a significant impact on their motivation.It is necessary to increase their support and reduce conflicts in order to improve the group's motivation for university-enterprise cooperation.In order to promote the effective development and sustainable development of university-enterprise cooperation,this study puts forward relevant suggestions for practical problems,including reducing the ambiguity and conflict of policies to ensure effective implementation of policies;establishing a multi-party communication and coordination mechanism;innovating incentive method;mutual benefit and win-win,finding the balance of interests between l universities and enterprises.
