The sense of gain is the the basis of happiness and subjective cognition and evaluation of people due to the current social development.The present situation of obtaining sense is to measure whether the government can accurately grasp the index of people`s good demand and level,which is helpful to the smooth progress of social governance.Chongqing,As the central city of western China,and Y district is the political,economic,cultural and commercial circulation center of Chongqing.As a result,the governments,both the Chongqing and Y District,attach great importance to it and have put forward various policies in this area to upgrade the economy,people`s livelihood,and politics in the Y District,thus,which gained significant development in relevant aspects.Therefore,the elementary education in Y district which is a pure public product which ushered in a series of hardware and software upgrading opportunities.Based on the theory of shared development and the theory of hierarchy of needs,this study takes primary school teachers in this area as the research object,by means of literature combing,questionnaire survey and interviews.Combined with the public service measures provided by the Y district government and the relevant policies of the primary school teachers,this paper records and analyzes the present situation of the teachers` sense of acquisition with data,and summarizes the experience and shortcomings of improving the teachers` sense of gain in the Y district by interviews.The results show that the Y District has achieved the following results in improving the sense of acquisition of primary school teachers.(1)the Y District Government has made great efforts to create a high quality in basic education and teachers enjoy a equal good working environment consequently.(2)the Y District Government has implemented the national policy on teachers` income.(3)the Y District Government has established a window for the convenience of the people.Electronic platform and community street residential quarter of the Trinity closely cooperate with the public service channels.(4)people`s livelihood project is fully spread out,the public can notice everywhere.At the same time,the study also found the following problems:(1)the external social conundrum listed.There are convenience window propaganda is not in place and government service platform has some defects,such as hidden dangers in the electronic platform,service types have not fully met the needs of the public,lack of unified electronic service technology;Neglecting the transparency of the intermediate process in the implementation of people`s livelihood policies;The government created a weak overall atmosphere for reshaping the dignity of teachers or allowed the media to report unrealistically.(2)the internal problems of primary school teachers` profession caused by the quality of student resources has declined,parents`educational methods and ideas on their children can not be adapted to the current educational situation and teacher feel a lose in economy resulting from comparison between which in Y District and other new emerging economic zones.In view of those factors mentioned above,this paper puts forward the corresponding countermeasures and suggestions from the aspects of government,the community,the social organization,the school and so on from the perspective of public administration.
