Since the reform and open policy,the determinants of personal income have changed greatly,and the role of education in personal income has become more and more important.In 1999,China implemented the largest higher education expansion policy in history.The implementation of the higher education expansion policy has a far-reaching impact on the fair development of China's education,and will indirectly affect the transformation of China's economic structure.This paper uses the data of China Family Income Proj ect in 2013 to analyze the actual"beneficiaries"of higher education expansion policy and the impact of the policy on individual's access to higher education by using local average causal effect method and Logit model.The results show that the "beneficiaries"of higher education expansion policy have certain characteristics and regional bias,and the urban household registration group is practical.The proportion of the"beneficiaries"is much higher than that of the rural household registration population.The implementation of the higher education expansion policy has exacerbated the gap between rural and urban individuals in access to higher education.From the analysis of regional characteristics,the proportion of the actual"beneficiaries"in the western part of China is higher than that in the eastern part,and the implementation of the higher education expansion policy has narrowed down the gap of higher education opportunities between eastern and western regions.From the perspective of intergenerational mobility of education,the implementation of higher education expansion policy has promoted the intergenerational mobility of education in city areas,the eastern and western regions,but it has not improved the intergenerational mobility of rural citizens,and even intensified the solidification of rural educational resources.Based on the data of the sample survey of 1%of the population in 2005,this paper uses Logit model to analyze the impact of enrollment expansion policy on the probability of people choosing to accept high school education.It is found that the implementation of higher education expansion policy narrows the gap between rural and urban household registration individuals in the probability of accepting high school education,and at the same time narrows the gap between minority and Han individuals,eastern and western individuals in the probability of accepting high school education,which is conducive to the development of basic education in China.Finally,this paper uses the 2000 census data and the sample survey of the population in 2005 to analyze the impact of higher education expansion policy on the short-run employment of undergraduate graduates.The results show that the implementation of higher education expansion policy significantly reduces the employment rate of undergraduate graduates,and the"difficulty of employment"phenomenon has a more stringent impact on urban household registration individuals and individuals in the central region.
