Study On The Measurement Of Economic High-Quality Development Level In China

After the reform and opening up,China's economy has maintained a long period of high-speed growth.However,problems such as mismatch between economic structure and economic level,polarization of social income and environmental pollution restrict the future development of economic.Transforming the mode of economic development,accelerating the transformation of old and new kinetic energy and achieving economic high-quality development are the main themes of current and future development.The current academic research on the economy high-quality development is still in the exploratory stage.There is no consensus on the concept and connotation of economic high-quality development.There are fewer research results on high-quality development level measures,and there is no theoretical guidance for achieving high-quality development.We define economic high-quality development as a multi-dimensional and multi-level development mode guided by economic development and supplemented by social,cultural and ecological development.After a period of sustained and healthy economic development in a country or region,the social welfare level,culture,resources and environment conditions have been improved through sharing the economic development achievements of all mankind and industries.At the same time,the incorrect and unreasonable things in the previous development process have been improved.According to the concept and requirements of economic high-quality development,we build a measurement system for economic high-quality development level from the following seven aspects,such as economic growth,economic structure,economic stability,innovation ability,social welfare,cultural prosperity and resource environment.Using the TOPSIS method,we measure the comprehensive level of economic high-quality development and the level of each subsystem in China's 31 provinces and cities from 2007 to 2016.From the perspective of overall and subsystem,we analyze the time-varying characteristics of high-quality economic development level.The cluster analysis method is used to classify each region into four types: excellent,good,catch-up,and fatigue.Then,the spatial gap of high-quality economic development is studied,and advantages and shortcomings of realizing high-quality economic development in different regions are analyzed.Quantile regression model is used to explore the influencing factors of different stages of high-quality economic development and the impact of each factor on different stages of high-quality economic development.The research results show that: firstly,the comprehensive level of high-quality development of China's economy is low and the regional differences are significant.The full score of economic high-quality development is 1 point,and the average score of each year is less than 0.3 points.In 2016,23 regional high-quality development comprehensive scores were lower than the average,accounting for 74.2% of the total number of research areas.The eastern region has a high level of economic high-quality development and a large leading level.The central region and the western region have low levels of economic highquality development.Secondly,different regions have different advantages and shortcomings in achieving high-quality economic development.Thirdly,there is a positive correlation between the level of economic high-quality development and per capita GDP.Fourthly,the capital input structure with the proportion of fixed assets investment in the tertiary industry as the proxy variable,the quality of opening to the outside world with the proportion of foreign investment as the proxy variable,innovation ability with R&D Investment Intensity as Agent Variable and the population quality with education years per capita as proxy variable have a positive impact on the economic high-quality development.Based on the above conclusions,we suggest that all regions should change their economic development concepts,make clear their advantages and shortcomings in realizing highquality economic development,formulate high-quality coordinated development strategies among regions from the perspective of the whole region,and reduce the spatial differences of high-quality economic development level.
