According to the available data,from 2010 to 2016,the participation rate of flexible employees in the basic pension insurance for enterprise employees is decreasing year by year.Flexible employment plays an important role in the modern market economy,and the participation of flexible workers in the social basic pension insurance is also of vital interest to this group and affects whether it can develop benignly.From the data of the participation rate,the present situation of the flexible employees in Nanjing Lian area participating in the basic pension insurance is not optimistic.This paper attempts to find out the factors that affect the participation of flexible employees in the basic pension insurance for enterprise employees,and puts forward some suggestions for improvement.Firstly,this paper makes a statistical analysis of the present situation of the flexible employees in Nanjing Lili area participating in basic pensioninsurance by means of questionnaire.The results showed that the gender difference did not have a great impact on the participation of flexible employees in the basic pension insurance for enterprise employees.Education level,income level and participation rate are positively correlated.Married people have a slightly higher rate of participation than unmarried people.People born in the 1960s and 1990s had higher participation rates,with those born in the 1980s having the highest participation rates.In addition,nearly half of the participants had to participate in basic pension insurance because of the need for health insurance.About 50%of the population is dissatisfied with the amount of the payment.Although the mode of payment is confirmed by most people,about 30%of the current mode of payment of dissatisfaction,this may be allowed to participate in the Lili area flexible employment of the employees of the basic pension insurance participation rate increase space.Then,this paper chooses 9 flexible employees to conduct in-depth interview,according to complex human hypothesis theory and consumer behavior theory,to analyze their insurance or non-insurance behavior.The analysis results show that at this stage,ideological consciousness and health insurance policy promote the li-area flexible employees to participate in the enterprise employees basic pension insurance,but these two factors as the promotion of the "utility" of the insurance system and the original intention of the basic pension insurance system,such positive factors are very easy to change.In addition,the high base of payment,uncertainty about the future policy and distrust of the basic old-age insurance system have become the negative factors that hinder flexible employed persons from participating in basic old-age insurance.Based on the above analysis,this paper puts forward some suggestions to improve the basic endowment insurance system.First,to establish and perfect the supporting mechanism related to flexible employment;Second,set a reasonable minimum payment base;Third,enhance the publicity effect;Fourth,create a good basic endowment insurance environment;Fifth,establish incentive mechanism;Sixth,enrich the form of payment. |
