Since the reform and opening up in 1978,China's socio-economic development has continued to develop. With the economic development and social progress, more and more laborers are choosing to move to more developed cities in order to pay better and better work. The large amount of labor mobility has greatly improved the income level and quality of life of labor in low-income areas in China, but with it,there has been an increasingly significant gap in income levels and constraints on the development of less developed cities. At the same time,China's current level of urbanization is low,and big cities' policies for immigrants are not perfect, and there are many management problems. This article explores the labor force changes in Heyuan City from the perspective of regional and industrial mobility.By collecting CHI2018 data and using Logistic models to conduct an empirical analysis of labor flow in Heyuan City, this article discusses and analyzes this issue. This paper analyzes the characteristics and problems of labor flow in Heyuan City by combing related theories such as human capital theory, labor market theory, labor flow theory, and the basic concept of labor, and uses logical return models to analyze the reasons that affect labor flow..It is concluded that the labor outflow of Heyuan City mainly flows to the secondary industry,After a lot of empirical analysis,it can be concluded that social capital is the most critical factor affecting the direction of labor flow.Based on the results of the analysis,we propose a series of countermeasures to promote the rational flow of labor, including increasing human capital, improving related foreign labor policies to stimulate labor mobility, and speeding up urbanization. This has very important practical significance for promoting the development of Heyuan City and forming a more optimized labor force composition.
