Survey And Research On The Current Situation Of Providing Care Services For Left-behind Children In Rural Areas Based On "Children's Home"—Research Conducted Based On The Case W County In Shanxi Province

For the purpose of resolving the problems of living and learning of rural left-behind children brought by the lack of family education and family companionship,China has introduced a number of policies of care and protection to promote the construction of care and service system for rural left-behind children.In response to the policies,various projects and actions for rural left-behind children have been carried out in many places,where effort have been made in improving children's mental health,learning and interpersonal abilities.Through the survey and research of left-behind children,parents,teachers and directors of "Children's Home" in 13 townships in W County,Shanxi Province,this study analyzes the problems of the care and service project "Children's Home",briefly studies its causes,and puts forward suggestions for improvement.This study consists of five parts.The first part is the introduction,which mainly includes the study background,the significance of this study,the review of relevant literature,the theoretical basis,the research method and the research innovation point,to develop the foundation for the following parts.The second part is the analysis of policies of care and protection for rural left-behind children.The policy support for the care and protection of left-behind children in rural areas is analyzed mainly through the national,provincial and W-county levels.The third part demonstrates the basic operation and management status of the care and service project "Children's Home" in W County.The fourth part is the basic effectiveness analysis of the W County care and service project.The fifth part is to put forward existing problems,causes and recommendations on this care and service project.The research results indicates that the care and service project "Children's Home"in W County has been widely recognized by the government and society since it has been effective in improving rural left-behind children's awareness of personal safety,improving their learning conditions,improving their behavioral habits,promoting their ability of interpersonal communication,improving their mental health status,and strengthening the effectiveness of family custody.There are also problems discovered by this study,including the insufficiency of infrastructures and material resources,the shortage of front-line staffs and the professionalism of staffs,the shortfall of overall supplies,the problem with this care and service project occupying resources of other groups in need of care.In order to alleviate the issues of family education and school education of left-behind children in rural areas,and to promote the balanced development of urban and rural education,it is urgent for the government,social organizations and families to clarify the main responsibilities and meet the diversified caring needs of the left-behind children.
