A Study On The Internal Governance Of Seoul National University In Korea

University governance is a self-discipline decision-making process based on the mutual communication and consultation among various stakeholders who solve the problems in the process of university governance.There are differences in university governance because of different countries,forms of establishment and modes of operation.In order to make universities more effective in response to the requirements of the country and society,economic growth,and the development of science and technology,all countries in the world are carrying out the reform of university governance structure.For a long time,Seoul National University,as a representative National University in South Korea,reflects the typical characteristics of "National University" in the governance structure of higher education in South Korea.The gradual concern of "National University corporatization" in South Korea's higher education makes Seoul National University officially become the National University corporation system in 2011.Now as the most representative "National Corporation University" in South Korea,Seoul National University is seeking the change and development of its governance structure.Therefore,it is of great theoretical and practical significance to study the internal governance structure of Seoul National University and explore how the internal governance structure of Seoul National University is operated.This dissertation takes the internal governance of Seoul National University as the research object.How effective is the internal governance of Seoul National University in the implementation of its corporatization? What are the characteristics of internal governance of Seoul National University.The research method of this paper is case study,starting from the background before and after the corporatization of internal governance of Seoul National University,and starting from the current system of internal governance of Seoul National University.Through the study on the internal governance structure of Seoul National University,the three main characteristics of Seoul National University's internal governance structure are summarized: 1)the external forces always affect the internal governance of the University;2)the participation and openness of the university governance process;3)the preciseness and democracy of decision-making methods.Through the study on the internal governance of Seoul National University,it is found that the internal governance of Seoul National University has achieved certain results: the diversification of financial revenue,the improvement of university status and research achievements,and the social contribution has been expanded.However,there are still some challenges,The university finance is not perfect,the governance participation and cooperation of various stakeholders are low,and the relevant governance policies need to be further improved.It is hoped that the research can provide reference and reference for the improvement of modern university governance and the construction of modern university governance,and it can be of certain warning significance for the improvement of internal governance of Chinese universities.
