In developed countries and even in urban primary schools in China,the pilot project of "package class system" is a model of advanced educational concept,representing the innovative management of small class system and interdisciplinary integration of education.The implementation of the integrated practical activity curriculum in primary schools and the training of general teachers in primary schools in China have created more favorable conditions for the development of the " package class system ",the ultimate aim of which is to improve the teaching quality of primary schools,however,the implementation of this system in different regions has different effects.In the era of "retreat point and school combination" of rural schools in China,the teachers in rural schools are weak,especially in the rural areas of Qingdao Jimo,the implementation of "package shift system" is facing many obstacles.Therefore,this paper makes an in-depth discussion on the problem of the "package class system" in rural primary schools in Jimo District of Qingdao,discusses the significance of the implementation of the "package class system" in theory for the education management of rural primary schools in lower grades,analyses the current situation of the "package class system" in lower grades of rural primary schools from the practical level,finds out the problems and puts forward countermeasures to solve practical problems,and improves the implementation of the "package class system" in lower grades of rural primary schools.The situations,let the rural children enjoy education fairness under the “package class system”,are conducive to promoting the development of students' personality,and truly realize quality education.In this paper,through the literature research,case method and interview method,three ways to investigate the "package classes " teaching about the area of rural primary school in lower grade of Jimo,according to the case method and interview method to analyze the present package class situation of the six rural primary schools,not from class class size class formation background,the package,package class curriculum,class teacher's teaching,student evaluation of Qingdao rural education of primary school package class discussion,to find Qingdao district elementary school class teaching effect is difficult to guarantee.Based on this,the author studied the development of package class research system by literature research method,andproposed relative solutions in combination with the current situation of rural package class teaching in Jimo district,Qingdao.Survey results show that the Qingdao cieme imbalance in the structure of rural elementary education resources and teachers' cognitive bias,lack of package shifts bales shifts system specification,the lack of class teacher's professional training,so the teachers should improve the system of package shifts,effective use of teacher resources,strengthen the propaganda package shifts idea,get the teachers and students,to speed up the implementation of small class size,solve the phenomenon of large amount,adjust the course content setting,promote the courses integration,strengthen package class teachers' training,promote the teacher professional development,focus on the students' personality development,optimization package class evaluation system.
