Teachers are important resources for the development of universities.The operation,reputation and realization of goals of universities are inseparable from teachers.With the deepening of personnel reform in the universities,teacher performance appraisal has been widely used in universities and brought many good effects to the development of universities.At the same time,the problems are also revealed: the emphasis on organizational goals and belittlement on personal development of teachers;the dominant role of organization is emphasized,while the participation function of teachers is ignored;quantity standard is emphasized,while quality requirement is ignored;the use of evaluation results is emphasized,while the feedback of evaluation results is ignored.The traditional management mechanism of teacher assessment is not enough for the development of the universities and the construction of teachers' team,and the original content of teacher performance assessment is increasingly unable to stimulate teachers' enthusiasm for work.Simply linking the results of performance assessment with teachers' professional titles,bonuses and excellent annual assessment results has caused the disadvantage of eating "big pot meal".In March 2016,the central committee of the communist party of China issued the "opinions on deepening the reform of the system and mechanism of talent development",which clearly proposed that the talent evaluation mechanism should be innovated,focusing on the related evaluation of talent quality,ability and performance,and improving the way of talent evaluation.In 2018,the state council successively issued the opinions on comprehensively deepening the reform of the construction of teachers in the new era,the guiding opinions on promoting the reform of the talent evaluation mechanism by category and other documents,giving guidance on the reform of college teachers' assessment and evaluation.The university teachers team is full of talents,shouldering the task of social talents training.Teachers' work content is complex and diverse,their assessment should conform to the characteristics of university teachers' work.Different assessment methods should be implemented for different types of teachers.And different development platforms and promotion channels should be provided.Teachers should not be measured by the same standard.Colleges and universities should use the innovative teacher evaluation system to further improve the training,flow and incentive mechanism of university teachers,so as to stimulate and release the vitality of university teachers to the maximum extent.Therefore,universities need to build a scientific and fair teacher performance appraisal mechanism,so as to stimulate the potential of all kinds of teachers and improve the competitiveness of universities.In recent years,many experts and scholars have also studied the performance assessment of university teachers,using BSC theory,360-degree performance feedback and so on.Inspired by these studies,this paper adopts the KPI theory to study the teacher performance appraisal in colleges and universities,and takes X college as an example.This paper consists of five parts.The first part is the introduction,which mainly introduces the research background and significance,research status and comments at home and abroad,research ideas,research contents,methods and innovations.The second part mainly introduces the concepts and theoretical basis of performance appraisal.The third part mainly introduces the basic situation of X college and analyzes the current situation and existing problems of teacher performance appraisal in X college.Through the analysis of the methods,contents and effects of the current teacher performance appraisal,it is clear that exist problems in the assessment objectives,index weights,assessment subjects and periods,and the application of results.The fourth part takes X college as an example,establishes the teacher performance appraisal index model by using KPI theory,and calculates the index weight by using the AHP method.The fifth part expounds the measures to ensure the implementation of teacher performance appraisal.Through the above research,this paper explores the new model of performance appraisal of colleges and universities' teachers in our country,improves the performance appraisal mechanism of colleges and universities teachers,guides and inspires them,and promotes the development of colleges and universities' education better and faster.
