Research On The Reason Of Policy Failure

In June 2017,the Ministry of Civil Affairs,the Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation and Development jointly issued the guidance on supporting Social work Professionals to take part in Poverty Alleviation which clearly put forward to support the implementation of social work to participate in key projects to targeted poverty alleviation.Social work has been introduced into the work of targeted poverty alleviation in various regions.In order to understand the effect of the policy of social work participation in targeted poverty alleviation in practice,analyze its existing problems,and provide suggestions,this paper,from the perspective of social system theory,explores the causes of policy failure in the process of social work participation in targeted poverty alleviation of Grass-roots Government and analyses the factors that affect the policy effect in each subsystem.This paper adopts the method of field research,selecting Ping an Village of D Township as the research field and makes a participatory observation on the situation of social work participating in the local targeted poverty alleviation,collecting the research data by observation and interview.Through the collation and analysis of the research data,focusing on the established goal of social work participation in targeted poverty alleviation policy,the study is carried out from the three dimensions of poverty alleviation program,poor groups and government governance.The research shows that there are deviations and negative effects in the policy of social work participating in the targeted poverty alleviation of Grass-roots Government,such as non-autonomous social workers,ineffective poor groups,deadlocked grass-roots government poverty alleviation work,which shows the policy failure.From the perspective of social system theory,this paper reveals the failure of social work participating in targeted poverty alleviation policy from four aspects: social workers,service objects,policy environment and propaganda reports.The main reasons are non-professional social workers,welfare-dependent poor groups,one-way policy environment and stylized poverty alleviation propaganda agenda.Finally,from the perspective of social system theory,the paper puts forward some measures to deal with the failure of social work participating in targeted poverty alleviation policy of Grass-roots Government and exerts the overall function of the system through the coordination and interaction of several subsystems.It includes improving the professional ability of social workers,eliminating the backward culture of poverty,optimizing the policy environment and enhancing the participation of mass media.
