Study On The Problems And Countermeasures Of Government Procurement In Xuzhou Provincial Undergraduate Universities

With the continuous improvement of the economic level,China's higher education has been developing rapidly and the scale of running schools has been continuously expanded,so has the demand for teaching and research equipment,infrastructure construction and logistics services.How to organize procurement in a fair,open,legal and compliant way to meet the development needs is becoming more and more important for universities.According to the "government procurement law",the procurement behavior of colleges and universities as public institutions should be subordinate to the behavior of government procurement management.Due to their different attributes and characteristics,the process of carrying out government procurement is also different from other government procurement subjects,showing the characteristics of large quantity of multi-level procurement,flexible source of funds and strong professional technology.This paper adopts case analysis,comparative study and literature study to study the government procurement of Xuzhou provincial universities.It is found that there are some problems in government procurement of Xuzhou provincial universities,such as imperfect budget system,imperfect management of procurement personnel,inadequate construction of expert database system,rigid procurement methods,low procurement efficiency of scientific research instruments and equipment,and imperfect supervision mechanism.This paper analyzes the causes of the problems from the aspects of the lack of attention paid by universities to government procurement,imperfect government procurement system and the absence of supervision function of competent institutions.Through in-depth study of the problems,this study puts forward specific countermeasures to improve the budget system,clarify the procurement scope,strengthen the construction and management of the talent pool of government procurement,strengthen the management of government procurement process,and improve the supervision mechanism.In this study,countermeasures are proposed to further improve the government procurement work of Xuzhou provincial universities,so as to standardize the government procurement work and improve the efficiency of government procurement.There are 2 figures,3 tables and 50 references in this paper.
