In today's world,science and technology are advancing by leaps and bounds,and mankind is entering the era of knowledge economy.Science and technology are the first productive force,and their decisive factor is intellectual resources.Fundamentally,the competition of the comprehensive national strength of all countries in the world is the competition of talents.Competition for talents means competition for the future,development and survival.As an important base for talents gathering,universities play an increasingly important role in social and economic development and comprehensive national strength competition.The implementation of the strategy and measures of rejuvenating the country through science and education and strengthening the country through talents not only promotes the development of talent work,but also promotes the development of higher education.The relationship between talents and universities is inseparable and complementary.Facing the severe international situation and the pressure to create "double first-class" universities,universities at all levels and regions have made full use of high-quality school-running resources and conditions to actively absorb high-level talents."Strengthening schools with talents","promoting schools with talents" and "giving priority to the development of talents" have become the core development strategies of most universities,and corresponding policies for the introduction and training of high-level talents have been gradually formed.Although the research on the introduction and training mechanism of high-level talents has become a hot topic at present,we still face the problems,such as how to introduce high-level talents that conform to the characteristics of the school,how to retain the talents,how to use the right talents,how to cultivate high-quality,learning and innovative talents,how to optimize the allocation of human resources in the school,and how to make the organization to exert the best effect.Therefore,it is of great practical significance to study the introduction,management and cultivation of high-level talents for the development of colleges and universities and even the progress of regional politics,economy and culture.It is also of great practical significance for improving the comprehensive management level of colleges and universities,enhancing the competitiveness of colleges and universities,and promoting their sustainable and stable development.Based on a review of the existing research,D University is taken as a typical case for exploratory research.This paper points out the existing problems in the introduction and training of high-level talents in research universities in the western region respectively,and analyzes the root cause of the problems,and puts forward seven corresponding countermeasures,including creating a good policy environment,unblocking the channels of talent introduction,reasonable distribution of talent introduction,paying attention to " taking both introduction and education",improving the talent incentive mechanism,regulating reasonable standardization of talent flow and construct scientific assessment and evaluation system.We hope to provide some reference for the current high-level talent introduction and training mechanism of research universities in the western region through the research results of this paper.At the same time,the research based on management practice further expands the depth of human resource management,human capital flow,incentive theory and so on,which has certain theoretical value.
