Research On The Evaluation Of Investment Environment In PPP Projects

With the rapid growth of China's economy,the pace of urban infrastructure construction continues to accelerate,while the local government's fiscal revenue shows a declining trend.The traditional government-led construction mechanism can no longer meet the huge capital needs of urban infrastructure construction and operation.In order to alleviate this problem,the PPP model was introduced.The PPP model is still in its infancy in China,and there are still many failure cases.In order to promote the smooth promotion of the PPP model in China and improve the success rate of the PPP project,it is particularly important to evaluate the investment environment of PPP projects.This article first elaborated the relevant concepts of the PPP model,investment environment,and investment environment evaluation.By studying domestic and foreign references,the PPP project's investment environment in the city's territory was divided into five major factors: social,infrastructure,economic,political,and natural environment,combined with PPP projects.Based on its own characteristics and the principles of establishment of the indicator system,the PPP project's assessment criteria for the investment environment of the city were selected.Correlation analysis and principal component analysis were used to screen the primary indicators,and indicators with relatively large correlation and relatively small factor loads were deleted.The evaluation index system for the investment environment of PPP projects in the city area adopts the factor analysis method to evaluate and sort the investment environment of the PPP project in the city area,and optimizes the investment environment.Finally,taking 18 cities in Henan Province as an example,SPSS software was used to perform factor analysis on the five factors,and then factor analysis was performed on the integrated environment.The scores and rankings of 18 cities were obtained,taking Luoyang as an example.The problems existing in the investment environment construction of PPP projects in Luoyang City are analyzed,and the countermeasures and suggestions for improving the investment environment in Luoyang City are proposed for the existing problems.
