Poverty is a long-standing social phenomenon in human history, and it is a bottleneck restricting the balanced development of our society.China is a multipleethnic country, where the areas inhabited by ethnic minority have become the multiple poverty-stricken areas.Tourism poverty alleviation is the main way of industrial poverty alleviation, and "hematopoietic" poverty alleviation can promote the comprehensive and sustainable development of poverty-stricken areas in China. The poor population as a direct perception of the poverty alleviation effect is an important basis for judging the development status of tourism poverty alleviation. This paper selects a poverty-stricken ethnic minority area —— Huzhu Tu Autonomous County of Qinghai Province as the case location.Based on the relevant theories of stakeholder theory, social exchange theory and symbiotic theory, the perception of poor residents is taken as the breakthrough point of the study. The questionnaire survey and field interview method are used to obtain the first-hand research data and statistics data,as well as to build a perception quality model of tourism poverty alleviation subjects from the perspective of residents.Systematic analysis of the perceptions and differences between the residents of ethnic minority areas regarding tourism poverty alleviation subjects before and after the implementation of "targeted poverty alleviation" in 2013.A tourism poverty alleviation mechanism with tourism poverty alleviation subjects as the core is about to be built,in order that the comprehensive and sustainable development of the local tourism poverty alleviation can be promoted, and the win-win goal of poverty reduction and ecological civilization can be achieved.Through the empirical analysis, the following conclusions are drawn as follows:(1)Before and after the targeted poverty alleviation, the residents of personal attributes' 4 indexes about the occupation, average monthly income, education level, and local person have significant perception to the subjects of tourism poverty alleviation, and the difference changes obviously. In 2017,the perception level is obviously higher than that in 2012.(2)Residents' overall perceptions of the local government, local enterprises, local residents and the quality evaluation of their perception factors showed a downward trend from 2012 to 2017.The overall perceived attitude changed from comparative satisfaction to neutral attitude. The overall perception quality evaluation of tourists has little change before and after the targeted poverty alleviation, and all of them are satisfaction and above, but the difference of the quality evaluation of the perceived factors varies significantly.(3)Residents' perceptions of different agents of tourism poverty alleviation(R?G-E-T-R)changed significantly before and after targeted poverty alleviation,it changed from the 2012's corporate leadership to the 2017's government guidance.
