Research On Optimization Of Price Policy Of Shenzhen Water Industry

In recent years,the water price reform has been the focus of the Shenzhen Municipal Government,because tap water has a quasi-public property properties,so the sustainable development of the water industry not only affects the urban water resources and water environment,but also with people's daily production and life are closely related.Due to the special geographical position and economic development of Shenzhen City,perfect the water price system is of great significance to the sustainable development of Shenzhen.Shenzhen City,a number of times the price reform mainly around the improvement of the price of water,for the Shenzhen residents water price program,the Shenzhen Municipal Government is still the implementation of the public generally benefit from the subsidy policy,water supply industry investment and development has been unable to keep up with the city's economic development Level and the level of consumption of residents,the irrational price system also hindered the development of water resources infrastructure,mainly reflected in the current comprehensive water price does not fully reflect the degree of water shortage in Shenzhen and the actual cost of sewage treatment,from the residents and industrial and commercial water costs Acceptable capacity analysis,residents price policy advocacy is not in place,making water resources to protect the sewage treatment equipment into the lack of obstacles to the sustainable development of the city.Shenzhen city water pricing reform since 1999 is divided into three important stages,but for a long time,Shenzhen still is the implementation of the general public benefit subsidy policy,the unreasonable water price system hindered the development of water resource based industry,reflects the current price does not fully reflect the shortage of water resources in Shenzhen and the real cost of sewage treatment that causes the waste of resources,protection of water resources shortage,hindering the sustainable development of the city.This paper first introduces the three theoretical bases of urban water supply industry pricing management,namely economic characteristics,price composition and pricing methods,and then clarifies the necessity of governmenton price management of tap water industry.Then,it analyzes the current situation of water resources and water environment in Shenzhen,and expounds that the current water price scheme and pricing policy may exist around the aspects of government price control,water price system and mechanism,cost constraint mechanism and government efficiency.And the policy recommendations for the corresponding issues are presented later.By summarizing and comparing the advanced cities in the water pricing management system and pricing methods to sum up the experience of the Shenzhen City water pricing management policy recommendations to guide the guidance of Shenzhen City,the sustainable and healthy development of the water industry.
