Study Of The Effect Of Intellectual Property Protection On The Quality Of FDI In China

In 2008,China implemented the Outline of the National Intellectual Property Strategy,and made clear guidance on strengthening intellectual property protection,improving intellectual property laws and management system laws and regulations.Since China's focus has shifted to the goal of absorbing high-quality FDI,this paper intends to use intellectual property protection as a research entry point.It focuses on the quality of FDI in China,influence effect and mechanism of action.At the same time,it is of great significance to study the impact of law enforcement intensity of intellectual property protection on the quality of FDI and the introduction of high-quality FDI in China.Based on the previous theoretical research,this paper first systematically sorts out and summarizes the ways and mechanisms of China's intellectual property protection affecting the quality of industrial enterprises' FDI,and analyzes the theoretical mechanism from the perspectives of competition,human capital flow,demonstration and imitation,and proposes corresponding research.Hypothesis;then introduce the current situation of China's intellectual property protection and the status of China's industrial enterprises FDI;then use the 2001-2016 China Statistical Yearbook database and China Science and Technology Statistical Yearbook database matching data to select industry intellectual property protection and FDI quality,human capital Inputs,market share,R&D investment and other variables form an industrial enterprise panel data for empirical analysis.On this basis,based on the characteristics of the industry,the difference analysis is used to broaden the scope of the research,and the mechanism test and robustness test are carried out to improve the credibility of the conclusion of the article.The empirical results show that:(1)China's intellectual property protection has a significant role in promoting the quality of FDI,and the promotion effect varies among industries.The specific performance is as follows: FDI quality of technology-intensive industries has the most response to intellectual property protection.Sensitive,capital-intensive,and labor-intensive.(2)The enhancement of the enforcement intensity of intellectual property rights is conducive to the improvement of the quality level of FDI.However,from the perspective of the estimation coefficient,the coefficient of law enforcement intensity is slightly smaller than the coefficient of intellectual property protection.This proves that China's current law enforcement efforts are not high,the quality of law enforcement personnel is low and the law enforcement efficiency level is low.The law enforcement intensity has not achieved the desired effect on the quality of FDI.From the results of industry heterogeneity analysis,it can be seen that the impact of law enforcement intensity on FDI quality has differences among industries.The quality of FDI in technology-intensive industries has the highest requirements for law enforcement intensity,followed by capital-intensive ones and labor-intensive ones.(3)The higher the level of intellectual property protection in China,the more incentives for foreign-invested enterprises to increase their investment in China's technology,knowledge and talents through market competition,thus promoting the improvement of FDI quality;This enables foreign-invested enterprises to generate human capital flow effects and demonstration and imitation effects through technology spillover paths,so that Chinese enterprises continue to imitate and learn new technologies,compete with foreign-invested enterprises for market share,encourage foreign-invested enterprises to innovate constantly,produce new products,and improve the quality of FDI.(4)In addition,in general,the competitive effect and the demonstration and imitation effects are more obvious,that is,the higher the market share,the more obvious the role of intellectual property protection in promoting the quality of FDI;the more the R&D investment increases,the more the intellectual property protection protects the quality of FDI.The more significant the promotion.The research in this paper combs the effect and path of China's intellectual property protection on the quality of industrial enterprises' FDI,enriches and expands the research perspective of the introduction of FDI quality,and also helps the Chinese government to formulate and improve intellectual property-related laws and regulations.The industry has formulated different intellectual property protection policies;increased the enforcement of intellectual property protection in China,and provided a reference for foreign investors to create a safe and trustworthy investment environment.
