In recent years,the uncertainty of international policy has increased and geopolitics risks have remained high,especially the rising of trade protectionism has brought considerable downside risks to the global economy.Domestically,although the economy has continued the overall stable development trend,the downward pressure on the economy is large,and state-owned enterprises are facing a test for development.As a local enterprise,J Company is also facing a severe industry situation.With the deepening reform comprehensively,holding on the strategic positioning and development target of the government capital,and combining with the effect,status and needs in the developing economic society of other state-owned enterprises,we classified enterprises as commercial and public welfare.According to the main business and the core business scope of J Company,it classified as business sate-owned enterprise.According to the requirements of marketization,J company is commercially operated,and independently carry out production and business operations according to law,Superior bad discard of the fittest and orderly advance and retreat.As a state-owned enterprises,it faces severe competition.As a large-scale high-tech enterprise group with electronics and smart city as its core business,J Company is dedicated to provide intelligent,safe and reliable products,services and system solutions in the core business scope for global clients,Striving to lead the development of related industries.The headquarter of J Company is located in Mianyang City,Sichuan Province,Science and Technology City of China,formerly known as the state-owned Fujiang Machinery factory.It is founded in 1958,the country during one of 156 key projects.The group company is the key state-owned enterprises of china,the only local enterprise that retains its core scientific research and production capacity.It is the high-tech industrial enterprises and comprehensive growth enterprises,and it is the key enterprises in high-tech industries of Sichuan Province.In the development process of the Company,the core role of R&D team and scientific research personnel is self-evident.Therefore,cultivating and motivating researchers to exert their initiative and motivate has always been the focus of the Company's continued attention.However,after nearly 60 years' development,the Company is still weak in human resource management,especially in the performance management of R&D departments and researchers,which fails to match the development speed of the Company.Under the current performance management system,the assessment for R&D department and scientific research personnel is simple and extensive,and focus on functional work,which are separated from the Company's strategic goals and development requirements.There is a lack of systematic performance appraisal tools.Centering on the evaluation of leaders at all levels causes the lack of quantitative and objective evaluation indicators.There is an obvious phenomenon of egalitarian,and the role of performance appraisal is not played.Therefore,the performance appraisal system for R&D departments and researchers is in urgent need of system diagnosis and reconstruction.With the methods of literature analysis,questionnaire survey,employee interviews,etc.,this paper analyzes and diagnoses the current evaluation status of R&D department and the staff performance examination in J Company.Combining with related theories of performance appraisal,with the purpose of business development,beginning with the end mind and combining with balanced score card and the target management method,it systematacially reconstruct the KPI performance appraisal system of R&D department and the staff performance appraisal system(PBC)for researchers and introduces the appraisal contents combining with the reality.It will coordinate the development goals of scientific research personnel,research and development departments and the Company,promote the development of the Company,enhance the core competitiveness and improve the capabilities of scientific research personnel.
