Research On The Public Crisis Management Of Dalian Municipal Government

China's society has entered the development period of "new normal",the increasing diversity of value,the need for diversification of interests,Rapid and extensive information dissemination,more and more rapid dissemination of information,Lead to the frequency of public crisis events continue to rise,increasing processing difficulty.How to actively prevent,properly dispose of,effective aftermath of public crisis,Better and faster to eliminate the adverse effects,has become an important issue that needs to be solved urgently by our government,especially local government.This paper argues that local government is the direct subject of coping with public crisis,it is vital to enhance its public crisis management capabilities,to protect the normal production and living order of the area and the people's tangible interests.Based on the above view,Dalian city is selected as a specific research object.This paper based on the theory of "government function theory" and "governance theory",taking "8.17" Sinopec fire as the starting point,Summarizes the shortcomings of the local government public crisis coping process,and In-depth study found that the cause of the problem is that lacking of necessary legal support and early warning work,the information dissemination mechanism is not perfect,lacking of professional talents.This article in full use of the United States,Japan and other developed countries after the construction experience,suggests that the public crisis management capacity of local governments should be promoted from the following four aspects: firstly,improving the public crisis management and Internet application related legal system;secondly,strengthening the prevention and early warning efforts,changing management model from "Happen-to deal with" to "Prior" management;thirdly,improving the information dissemination mechanism,and strengthening the awareness of information disclosure and strengthen the use of new media;fourthly,strengthening the construction of professional personnel.From the study of this paper,it is obviously that public crisis management research is not just theoretical research,but practical research.Different local governments have different methods of public crisis management,because of the natural,Social and cultural characteristics of the area.But as the public crisis continues to evolve,local government public crisis management activities will also be a huge change.
