In many important working meetings in China,general secretary Xi Jinping has more than once stressed the importance of governing the country by law.As an important link of the strategy of governing the country according to law,the procuratorial organs undertake the mission of legal supervision.In recent years,the procuratorial organs have continuously promoted the construction of the system,and the construction of the system as a promotion of procuratorial ability and protection.The important role of the procuratorial function is the performance appraisal system,which is widely concerned by the legal theory and practical circles.Facts show that the performance appraisal system has been introduced into the internal management of procuratorial organs,which has practical feasibility and has achieved remarkable results.Nationwide,the procuratorial organs in many areas have also carried out positive exploration,such as the "level assessment" in Hong'an County of Hubei province and the "line examination and evaluation mechanism" of the Gansu provincial procuratorate.However,to a large extent,there is still no shackle of the administrative assessment from the traditional sense.There are still many problems and shortcomings in every link in the formulation and implementation.There is still a big gap between the reform of the judicial system and the scientific development of the procuratorial organs.The process of examining the examination,heavy form and light content,does not play the purpose of improving the enthusiasm of the procurator by performance assessment;two is in the performance evaluation index design,the qualitative evaluation and quantitative evaluation are not combined effectively,which is not conducive to the assessment of the sex of the staff in different positions,resulting in the quality of the assessment of the same quality.It is serious and not scientific enough;three,in the application of assessment results,the results of assessment have not been fully applied,and there are still problems and disadvantages such as the internal leadership and the balance of interests.In view of the imperfect structure of the procuratorial organs and the uneven quality of the staff,procuratorial organs must establish a sound performance appraisal system.The grass-roots procuratorate has a large number and wide distribution.It is the most important battle fortress of the procuratorial organ,and many problems are representative.Therefore,the research object of the procuratorate at the grass-roots level can improve the accuracy of the research results and the comprehensive study process.According to the idea of putting forward questions,analyzing the problem to solving the problem,and combining the practice of the P County Procuratorate in Shandong Province,this paper tries to provide a theoretical basis for the scientific and rational establishment and improvement of the performance appraisal system of the basic procuratorate through the analysis of some common problems of the performance appraisal system and some special problems of the grass-roots procuratorate.Reference.
