The human resources service agencies in China have played positive roles in promoting economic development as well as social harmony and stability.In recent years,the order of human resources market has been chaotic and the operational human resources service agencies are definitely a mess.Throughout the overall situation of supervision in Dalian Jinpu New District,there are some illegal behaviors in the operational human resources service agencies,which present the characteristics of illegality,extensiveness and profitability.Also,there are some problems to be solved urgently,such as the difficulty of working together among various functional departments,the limitation of administrative enforcement and the unsatisfactory implementation of supervision measures.Meanwhile,some of measures adopted in the early stage cannot meet the regulatory needs of the growing service providers.With the rapid development for economy and human resources service industry in the New District,a large number of job seekers crowded into this area.As a result,there is a great social instability caused by the illegal behaviors of operational human resources service agencies,which is a long way to go to supervise and prevent.Therefore,combined with the actual supervision work in Jinpu New District,this paper not only studies the current situation of the operational human resources service agencies and analyses the problems and reasons in the supervision,but also puts forward more targeted and operable countermeasures,which is of great guiding significance for promoting the sustainable and healthy development of Jinpu New District.This paper is divided into the following seven parts.The first part is an introduction which explains the background and the theoretical and practical significance of this study.It also reviews the relevant researches regarding the supervision of operational human resources service agencies at home and abroad.Moreover,it introduces an innovational research method which will be used in the following.The second part is the research basis of this thesis,clarifying the basic concepts and the application of the related theory.The third part is the analysis of current situation.By introducing the basic situation of Jinpu New District,it comprehensively summarizes the supervisory system and measures of operational human resources service agencies in this district.The fourth part summarizes the problems existing in the supervisory system and analyses the five reasons for these problems.The fifth part sums up the relevant domestic and overseas experience.In the sixth part,based on the advanced experience at home and abroad and combined with the actual situation of Jinpu New District,the author puts forward some effective measures to supervise and control the operational human resources service agencies in this district.The last part is the conclusion of this study and objectively discusses the shortcoming as well.In this thesis,there are five countermeasures(to further improve the legal policy,to improve the effect of network supervision measures,to strengthen the establishment of credit system,to intensify the training of practitioners and to innovate the means of supervision)proposed by the author,which have some practical pertinence.It is hoped that the study in this paper will play a positive role in improving the supervision system and the work of operational human resources service agencies in Jinpu New District.It is also hoped that the research in this paper will be widely used as a demonstration for other regions and even the whole China.
